9 Expected Directives for Enforcing Amended Land Law

According to the Ministry of Natural Resources and Environment, the ministry will organize the construction of detailed regulations guiding the implementation of the Land Law (amended). In which, the ministry is expected to have 9 decrees guiding the implementation of the law to be implemented as soon as possible and come into effect.

The Vice Minister of Natural Resources and Environment, Le Minh Ngan, emphasized that in this amendment law, there are many contents that will be implemented to ensure the smoothness in the implementation of the law. Notably, the organization will build detailed documents, guidelines for the implementation of the Land Law. Accordingly, the plan has reviewed the points, the provisions in the law to submit to the Government for issuance of detailed regulations, in which the Ministry plans to have 9 decrees.

Vice Minister Le Minh Ngan said: “The Ministry of Natural Resources and Environment will directly advise the Government to issue 6 Decrees, the Ministry of Finance will advise on the issuance of 2 Decrees and the Ministry of Agriculture and Rural Development will advise on the issuance of 1 Decree. It is expected to issue 6 Circulars, of which the Ministry of Natural Resources and Environment will have 4 Circulars, the Ministry of Finance 1 Circular and the Ministry of Home Affairs 1 Circular. There is a Decision of the Prime Minister in which the Ministry of Labor – Invalids and Social Affairs will advise on. Regarding local authorities, there are 18 contents under the authority of the provincial People’s Committee that must be specified, and 1 content under the authority of the People’s Council to issue. The plan clearly differentiates and specifies the time for preparation. Along with the issuance of guiding documents for the implementation of the Law, the assignment of tasks to ministries, sectors, localities to review the existing legal documents in order to ensure consistency, uniformity with the Land Law (amended) including the related laws on land that we have not directly amended during the amendment of the Land Law, will continue to be reviewed to ensure consistency.”
