Prime Minister: Accelerating the Implementation of Critical Infrastructure Projects

On February 16, Prime Minister Pham Minh Chinh chaired the 9th meeting of the State Steering Committee for important national projects and key projects in the transport sector (the Steering Committee).

Leading and mobilizing all social resources

At the beginning of the meeting, the Prime Minister said that the whole country is promoting 3 growth drivers, including investment, including domestic investment, foreign investment, private investment, and social investment.

Emphasizing the important role of public investment, leading and mobilizing all social resources for investment and development, the Prime Minister said that by 2024, the whole country will allocate 657,000 trillion VND for public investment, mainly for transport infrastructure investment, and strive to achieve a disbursement rate of at least 95%.

Along with the effective promotion of growth drivers, according to the Prime Minister, focusing on disbursing public investment, with the operation of transport projects being put into operation, will contribute to reducing logistics costs for businesses, reducing input costs, and increasing the competitiveness of products. , businesses and the economy; creating new development spaces because wherever you go, new development spaces are opened up, especially industrial development, urban areas, services…

The head of the government affirmed that in the past few years, investment and development of transport infrastructure have been promoted, creating trends and trends, “not only the central government but also localities can do it”. 2021-2022 is the starting phase, preparing and approving projects, 2023 is the year of simultaneous deployment, and 2024 is determined to be the year of accelerating the implementation of key transport works.

Looking back at 2023, in addition to the achievements, the Prime Minister also pointed out the situation, some works, projects with slow implementation progress due to prolonged investment procedures; slow land clearance; lack of proactive raw materials due to regulatory constraints… From there, he asked the delegates attending the meeting to discuss and evaluate the situation, propose solutions to shorten the progress of works and projects, ensure the quality, technical/aesthetic of construction works, and ensure labor safety, hygiene, and environmental landscape.

Striving to operate two urban railway projects in July 2024

According to the report of the Ministry of Transport, there are currently 34 large projects, 86 important national component projects, key projects in the transport sector in 46 provinces and centrally-run cities. Of which there are 5 railway projects, 2 airport projects, the rest are road projects, mainly high-speed roads and belt roads in Hanoi Capital, belt roads in Ho Chi Minh City.

In terms of progress, the Eastern North-South expressway project has completed 9/11 component projects in the 2017-2020 phase, and the My Thuan-Can Tho project according to the plan, increasing the total length of highways to 1,892 km, of which 2023 alone is 475 km; The remaining 2 projects are invested under the BOT contract form, investors and contractors are actively implementing to complete according to the instructions of the Prime Minister.

Also according to the Ministry of Transport, the two important urban railway projects, the Hanoi-Western Ga and the Ben Thanh-Suoi Tien project, are being reviewed by Hanoi and Ho Chi Minh City, removing obstacles in the contract, training personnel, completing procedures for fire protection, fire fighting, acceptance of works, certification of system safety to strive for operation in July 2024.

For the Long Thanh International Airport project, bidding packages are being organized for construction such as package 5.10 Passenger Terminal, construction package for facilities serving flight management has been directed by the Airports Corporation of Vietnam (ACV), Vietnam Air Traffic Management Corporation (VATM). The contractors actively implement according to the progress.
