Three investors interested in building a road connecting Vietnam’s seaport with Laos

Hoanh Son Group Joint Stock Company, Phonesack Vietnam Limited Liability Company, and Nam Tien Limited Liability Company are a consortium of investors authorized by the Quang Tri Provincial People's Committee to prepare the feasibility study report for the National Highway 15D Project, from National Highway 1A to Ho Chi Minh Road - West branch in Quang Tri province.

On the afternoon of February 18th, Deputy Chairman of the Provincial People’s Committee of Quang Tri Ha Sy Dong said that the Provincial People’s Committee allowed a consortium of 3 investors to carry out research, survey and supplement the content of the construction of National Highway 15D from National Highway 1A to Cam Lo – La Son Expressway in the same proposal file that has been approved by the Provincial People’s Committee. In July 2023, to complete the overall file of National Highway 15D section from National Highway 1A to Ho Chi Minh Trail branch West, Quang Tri province invests under the public-private partnership (PPP) method. “The deadline for submission is 3 months from the date of the Provincial People’s Committee’s approval. After that time, if the consortium is assigned to establish a project proposal file without a report file, this document will expire,” Mr. Dong said.

The Quang Tri Provincial People’s Committee believes that proposing an investment project under the PPP method is suitable in the context of limited central and local budgets, while the demand for transportation infrastructure and socio-economic development is increasing.

The National Highway 15D project connects My Thuy seaport (Hai Lang district) to La Lay International Border Gate (Dakrong district) is identified by the Prime Minister in the national road network planning since 2015, about 92km long, including 5 sections. The Section 1 from My Thuy seaport to National Highway 1A is 13.8km long (with an old road with a grade III flat road scale, 2 lanes); Section 2 from National Highway 1A to Cam Lo – La Son Expressway is 8km long; Section 3 from Cam Lo – La Son Expressway to Ho Chi Minh Trail branch West is 34km long; Section 4 overlaps with Ho Chi Minh Trail branch West is 24km long; Section 5 from Ho Chi Minh Trail branch West to La Lay International Border Gate is 12km long ( with an old road with a mountainous areas, grade IV-VI road scale). In which, Section 2 and Section 3 are 42km long and have not been invested and constructed yet.

In mid-October 2023, Quang Tri Provincial People’s Committee sent a document to the Government Office reporting to the Prime Minister’s approval allowing the Provincial People’s Committee to be the competent state agency to call for investment under the public-private partnership PPP form with National Highway 15D. section from National Highway 1 to Ho Chi Minh Trail. According to Mr. Ha Sy Dong, Section 2 and Section 3 of this 42km long uninvested construction project have been studied and calculated by Quang Tri province and the Ministry of Transport to ensure the exploitation demand, suitable for planning with a total investment level of 42km of 6,800 billion.

Mr. Ha Sy Dong added that recently, the volume of goods transported from Laos to Vietnam through La Lay International Border Gate has increased dramatically, with a frequency of 300-400 vehicles per day. Vehicles move through the existing routes with a length of about 250km to reach the nearest seaport. Investing in a new route will shorten the distance, save costs, time, and ensure traffic safety.
