The Nam Cao University Campus is located in Duy Tien Town and Phu Ly City (Ha Nam province) with a total investment of over 19,000 billion VND and an adjusted scale of up to 9 km2, slightly smaller than the National University of Hanoi (11 km2).

The Nam Cao University area covers approximately 9.12 km2. According to the provincial plan of Ha Nam province for the period 2021-2030, the Nam Cao University area consists of a combination of multiple educational institutions in various fields, educational facilities, scientific research, and technological development, serving as part of the high-quality human resources training network in the Red River Delta region.

According to the plan, the Nam Cao University area is located in Duy Tien town and Phu Ly city (Ha Nam province), with convenient transportation systems. It is bordered by the Cau Gie-Ninh Binh expressway to the East, National Highway 1A to the West, New National Highway 21B to the South, and a wide 42m planned road to the North.

The Nam Cao University area will be allocated for the construction of various functions, including a combination of multidisciplinary educational institutions, research centers for scientific and technological development, as well as a network of universities, colleges, and vocational training institutions associated with the urban training system. The Nam Cao University area is expected to accommodate 50,000 – 80,000 students. According to the 2013 plan, the Nam Cao University project has a budget of over 6,700 billion VND for land clearance, the construction of general technical infrastructure, about 3,200 billion VND for the construction of common facilities, and over 9,100 billion VND for the construction of educational and research facilities.

With an implementation period from 2013 to 2025 divided into 3 phases, phase 1 (2013-2015) will include planning and detailed zoning, compensation and support for land clearance, and the construction of some technical infrastructure projects. It will also attract educational and research institutions and commence the construction of some training facilities.

In phase 2 (2016-2020), the focus will be on completing the investment and construction of the main technical infrastructure system, common facilities, universities, research institutions, and technological development centers. Phase 3 (2021-2025) will complete the construction projects in the university area, undertake in-depth investment preparations, and develop modern and well-equipped university infrastructure.

In terms of progress, the Nam Cao University area has completed the construction of essential technical infrastructure systems, including regional connection systems, clean water supply, and electricity supply. At present, a large number of investors, colleges, and universities have conducted investment surveys and research in the Nam Cao University area.

In terms of investment, in December 2023, two urban development projects in the Nam Cao University area attracted the attention of four investors. The Duy Tien project has a total implementation cost of over 2,800 billion VND, covering an area of about 1 km2 with an expected population of 9,300. The two investors who expressed interest and were preliminarily assessed for capacity and experience are Amazon River Investment Joint Stock Company – Phat Dat Real Estate Business Joint Stock Company; and Viet Mineral – Stone Company Limited.

Regarding the Phu Ly project, the preliminary total implementation cost is 4,100 billion VND for an area of about 2.6 km2 and an estimated population of over 15,000. The two investors who expressed interest and were preliminarily assessed for capacity and experience are Vietnam Joint Venture Co., Ltd – SK Group and Vina Land Real Estate Investment Joint Stock Company.

The Nam Cao University area was formed in line with the current development trends, taking into account the practical situation of the capital and its surrounding areas. When completed, the Nam Cao University area will facilitate the connection of research, education, and technology transfer activities between universities and high-tech economic groups and businesses. It will also include high-tech research gardens and laboratories, contributing to the development of Ha Nam province into a centrally-run city by 2037.
