Lending 40 million VND, victim forced to accept 700 million VND debt 2 months later.

The case of usurious lending with "cut-throat" interest rates mentioned above has been transferred by the police of Vinh Thanh district to the provincial police of Binh Dinh for investigation and prosecution in accordance with the law.

On February 24, the Vinh Thanh District Police stated that they are in the process of transferring the case files regarding usurious lending and misappropriation of property involving Do Thi Phuong (born in 1974, residing in Vinh Hao commune, Vinh Thanh district) to the Investigative Police Department of Binh Dinh province for investigation and prosecution.

According to the initial investigation by the Vinh Thanh District Police, on May 29, 2023, Ms. Dinh Thi Dam (born in 1984, residing in Vinh Hiep commune, Vinh Thanh district) borrowed 10 million dong from Ms. Phuong. Approximately 20 days later (June 18, 2023), Ms. Dam once again went to Ms. Phuong’s house to borrow money, this time with an amount of 15 million dong.

After borrowing the above-mentioned amounts, Ms. Dam and her family did not have any peaceful days. Specifically, from June to August 2023, Ms. Phuong constantly threatened, terrorized, and forced Ms. Dam to sign two promissory notes, turning the 10 million dong debt into 101 million dong, and the 15 million dong debt into 400 million dong.

Unable to repay the money, Ms. Phuong forced Ms. Dam to sell her mother’s rubber plantation and land to offset the 101 million dong promissory note. Moreover, Ms. Phuong also forced Ms. Dam to borrow 60 million dong from Ms. Truong Thi Tuyet Hong (born in 1966, residing in Vinh Hao commune and a friend of Ms. Phuong) to repay her own debt.

On September 22, 2023, Ms. Phuong went to Ms. Dam’s house to demand repayment and forcibly took a mobile phone. On October 11, 2023, Ms. Phuong and Ms. Hong continued to forcefully take a motorcycle worth 6.6 million dong from Ms. Dam to offset the debt.

Based on the collected evidence, at the end of 2023, the Vinh Thanh District Police prosecuted Do Thi Phuong for the crimes of “Usurious lending in civil transactions” and “Misappropriation of property,” while also prosecuting Truong Thi Tuyet Hong for the crime of “Misappropriation of property.”

During the investigation, the Vinh Thanh District Police identified B.V.K. (resident of Vinh Thanh district) as another victim who had borrowed 15 million dong from Do Thi Phuong in September 2023. Two months later, Phuong threatened to publicly defame and pressured Mr. K. into signing a 200 million dong promissory note.

Upon discovering another victim, B.V.K., and considering the case to be outside their jurisdiction, the Vinh Thanh District Police and relevant legal agencies convened a meeting and agreed to transfer the case files to the Investigative Police Department of Binh Dinh province for investigation and prosecution in accordance with regulations.
