During a visit and work trip to Guangxi (China) on February 27, a delegation from Quang Ninh province led by Party Secretary Nguyen Xuan Ky had a discussion with Mr. Liu Ninh, Party Secretary of the Autonomous Region of Choang Quangxi, China.
During the meeting, Party Secretary Nguyen Xuan Ky exchanged some information about the socio-economic development of Quang Ninh province. After 60 years of construction and development, especially in the past 10 years, Quang Ninh province has made breakthrough progress, “emerging as one of the leading provinces in the innovative renovation of the Northern Delta, a high-growth region in the North” with a GRDP growth rate in the double digits for 9 consecutive years (2015-2023).
Especially in recent years, Quang Ninh has been known as one of the leading provinces in the country in terms of rapid and comprehensive development, and the completion of a synchronized and modern transportation infrastructure that ensures connectivity and overall development.
In order to further implement, specify, and deepen the agreements and the high-level common understanding of the leaders of the two Parties, two States of Vietnam and China, especially the Joint Communiques of Vietnam and China, the Action Plan for the period 2024 – 2026 to continue enriching the content of the comprehensive strategic partnership between Vietnam and China among the 4 Provincial Party Committees: Quang Ninh, Lang Son, Cao Bang, Ha Giang (Vietnam) and the Autonomous Region of Choang Quangxi (China), both sides agreed to continue consolidating and enhancing mutual trust, “being both comrades and friends”, “good neighbors, good friends, good comrades, good partners” at all levels of leadership and all people of the two provinces and regions;
Continue to maintain the tradition of contacts, exchanges, and discussions between the high-level leaders of the two provinces and regions; strengthen cooperation between the Party organizations of the border localities; focus on cooperation in propaganda, education, orientation of public opinion, and strengthen media exchange; broaden the scope of propaganda on the friendly solidarity between the two countries; enhance the organization of in-depth and comprehensive people-to-people exchange activities.
Both sides committed to effectively implement the three legal documents on the land border between Vietnam and China and related agreements; strengthen border area security and safety management; enhance cooperation in non-traditional security challenges; cooperate in epidemic prevention and control, unauthorized immigration control… jointly build a peaceful, friendly, stable, prosperous border area and contribute to development for the happiness of the people.
Actively promote and coordinate the early organization and efficient operation of the twin border gates of Hoanh Mo – Dong Trung (including the North Fengshui – Lyfoa gateway); actively report to the competent authorities of the two countries to allow the construction of cross-border works at the temporary pontoon bridge at Km 3+4 Mong Cai – Dong Hung to move towards the early opening of the twin border gate in this area.
Both sides agreed to deepen substantive cooperation for mutual benefit; jointly promote cooperation in economic-trade, tourism, production capacity, investment, infrastructure, education and training, where tourism development cooperation is a focal point, cooperation in education and training development, high-quality human resource development are the spearheads.
Strive to build a model of border tourism cooperation between Vietnam and China between Quang Ninh and Quangxi. Strengthen the connection of airports, seaports, highways with the twin border gates to promote tourism development, trade, import and export; restore the coastal tourism route from Phong Thanh to Ha Long, Bac Hai – Ha Long; effectively deploy the self-driven tourist car activity across the border; closely coordinate and expedite the construction progress of tourist routes and destinations connecting the Hoanh Mo (Vietnam) – Dong Trung (China) border gates after the two sides officially announced it.
Coordinate the deployment of convenient customs procedures. Support and promote businesses from both sides to invest in the logistics sector to effectively exploit the transportation infrastructure of Quang Ninh province to create a logistics chain from Hanoi – Hai Phong – Quang Ninh (Vietnam) connecting Cham Zhou – Bac Hai – Phong Thanh Port (Quangxi, China); make Quang Ninh and Quangxi become a center in the transport corridor connecting ASEAN with China, contributing to investment, trade, import and export between the two countries.
The delegation from Quang Ninh province will survey some models of building new rural areas and some locations in Bac Hai city, Choang Quangxi Autonomous Region.
Especially, the working delegation will attend the Meeting of the Lunar New Year 2024 between the Party Secretaries of the 4 provinces – region, including: Quang Ninh, Lang Son, Ha Giang, Cao Bang (Vietnam) and the Autonomous Region of Choang Quangxi (China); The 15th Meeting of the Joint Working Committee in Bac Hai city, Choang Quangxi Autonomous Region, China.
The visit and work of the delegation from Quang Ninh province aims to enhance mutual trust, understanding, and strengthen the friendship between Quang Ninh (Vietnam) and Quangxi (China), together build a peaceful, friendly, stable, cooperative, and developed Vietnam – China border, contributing to concretizing the important common perception of the high-level leaders of the two Parties, two States of Vietnam and China.
