“Compliance – Flexibility – Synchronization – Understanding”
On the morning of March 16, speaking at the announcement conference of the provincial planning of Quang Nam for the period 2021 – 2030, with a vision to 2050 and the opening of the National Biodiversity Recovery Year – Quang Nam 2024, Deputy Prime Minister Tran Luu Quang pointed out the notes for Quang Nam to effectively implement planning in the coming time.
Deputy Prime Minister Tran Luu Quang believes that Quang Nam has many unique values regarding cultural values, biodiversity, determined and hardworking nature; it has “the best” in terms of revolutionary tradition, firmness.
Deputy Prime Minister Tran Luu Quang emphasizes that Quang Nam needs to follow the 8-word motto: “Compliance – Flexibility – Synchronization – Understanding”.
This is both the foundation of spiritual strength and valuable resources for Quang Nam to develop breakthroughs in the coming time; at the same time, build an image as a strongly developed locality that still retains valuable assets left by our ancestors and adapts to sustainable development trends in the world.
Quang Nam is also considered a land of talented people. Quang Nam province has been aware in the first years after the separation of the province, facing many difficulties, so it takes care, nurtures, and calls for investment, creating a favorable investment environment, accompanying investors so that now Quang Nam has leading businesses in the country, especially in the industrial sector.
The Deputy Prime Minister also shared that for localities with strong, rapid, and breakthrough development, there may be mistakes and limitations. The Deputy Prime Minister hoped that the locality would overcome shortcomings, maintain strong thinking for Quang Nam to be able to break through in the coming time as desired in the provincial planning.
“With very special potential and advantages, based on what has been achieved, I believe in and expect the development of Quang Nam,” shared Deputy Prime Minister Tran Luu Quang.
To realize the plan, the Deputy Prime Minister noted that Quang Nam needs to implement according to the 8-word motto: “Compliance – Flexibility – Synchronization – Understanding”.
Accordingly, Quang Nam needs to comply with the plan while being flexible in its approach. For objectives that do not have core values, changes can be proposed. The plan must be implemented in a coordinated manner with the planning of the ministry, industry, the country, and the region. Finally, mutual understanding is needed, businesses and people understand with the government to achieve common goals and adjust inappropriate content.
Urgently build a plan to implement the plan
In his closing speech at the conference, Secretary of the Provincial Party Committee of Quang Nam Luong Nguyen Minh Triet said that the provincial planning of Quang Nam for the period 2021 – 2030, with a vision to 2050, has been approved by the Prime Minister and was officially announced today, combined with the opening of the National Biodiversity Recovery Year 2024, is an event of great significance to the Party committee, the government, the business community, and the people of the province. The conference announced the basic contents and core points of the provincial planning of Quang Nam for the period 2021 – 2030, with a vision to 2050.

“This will be the basis for the province to determine the orientation, goals, and formulate comprehensive management policies in economic and social development activities, development of territorial space with innovative thinking, long-term vision, and in line with the development orientation of the country in the spirit of Resolution of the 13th National Party Congress, the country’s socio-economic development strategy. Ensuring comprehensive connectivity, in line with national master plans, national sector plans, plans for the North Central and Central Coast regions, and being an important basis for the construction of the Province’s Political Report for the 23rd Provincial Party Congress term of office 2025-2030,” emphasized Secretary of the Quang Nam Provincial Party Committee.
In the province’s development process in the past time, Quang Nam has always deeply aware that economic development must go hand in hand with environmental protection, emphasizing nature conservation and biodiversity; protecting and sustainably developing natural ecosystems of national and international importance. Actively create, strongly innovate thinking, maximize the potential and advantages of the province. Do not trade the environment for economic development; develop the economy with a green economy mindset, harmony with nature, develop a circular economy, low-carbon economy, aiming for net zero emissions by 2050; promote the application of science and technology, innovation, enhance competitiveness, create motivation for rapid and sustainable development.

To realize the plan soon, Secretary of the Provincial Party Committee of Quang Nam proposes that all levels, sectors, and localities of the province be extremely proactive in their work, closely coordinate with central committees and ministries to immediately implement the next steps to organize management, implement the provincial planning, urgently build a plan to implement the provincial planning to submit to the Prime Minister for approval; at the same time, study, propose, issue mechanisms, policies, and appropriate solutions to implement in accordance with the provincial planning implementation plan.
Focus on research, consultation, administrative procedure reform, improvement of the investment environment, and maximize resources, especially social resources and resources from the people, to serve development.
Secretary Luong Nguyen Minh Triet also emphasized that all levels and sectors of the province should maximize the potential and advantages of the province; take advantage of comparative advantages, seek new spaces, new development opportunities, overcome bottlenecks, tap into resources, create unique, specific values of Quang Nam to successfully achieve the set goals and objectives according to the provincial planning and successfully organize the National Biodiversity Recovery Year 2024.
