How is the Nearly 110 Billion VND for Metro Line No. 1 Trial Operation Used?

In a recent letter to the Management Authority for Urban Railways (MAUR), Ho Chi Minh City Metro One-Member Limited Liability Company (HURC1) stated that the total estimated cost to be incurred if the company participates in the trial operation of Metro Line No. 1 (Ben Thanh – Suoi Tien) is approximately VND 110 billion.

Regarding the plan, HURC1 proposed that the Ho Chi Minh City People’s Committee would allocate funds from the city budget for MAUR to order the company to carry out the special task of trial operation on Metro Line No. 1 (Ben Thanh – Suoi Tien).

In case the implementation funds are not provided in a timely manner to organize the trial operation, HURC1 proposed that the company be allowed to make an advance payment from its charter capital to carry out the assigned task. Immediately after MAUR’s acceptance and payment, the advance payment will be recovered to supplement the charter capital.

Proposal to spend nearly VND 110 billion for trial operation of Metro Line No. 1 (Ben Thanh – Suoi Tien)

HURC1 said that it will use the VND 110 billion allocated for 6 contents. Specifically, electricity costs (over VND 71.3 billion); labor costs (over VND 12.5 billion); operation and maintenance costs for the trial operation phase (over VND 10.7 billion); rental costs for the operation of the 110 KV transformer station (over VND 2.5 billion); fire and explosion insurance costs for trains and station equipment (over VND 8.1 billion); civil liability insurance costs (over VND 4.6 billion).

According to the estimate, electricity costs include electricity for operation (over VND 32.2 billion) and electricity for machinery and equipment at the Depot, station, and OCC operation control center (over VND 38.9 billion).

Labor costs for employees include salaries (over VND 10.1 billion); other costs related to salaries such as social insurance, health insurance, accident insurance, etc. (over VND 2.3 billion).

The cost of serving the operation of the trial operation phase will include printing costs, office supplies; water costs; telephone costs; internet costs; cleaning costs; security costs; installation of hotline numbers, network connection, and Fiber fees; initial installation costs for network and telephone.

The cost of renting the operation of the 110 KV transformer station includes the Binh Thai and Tan Cang transformer stations (over VND 321 million/station/month; 4 months’ rent). 

Fire and explosion insurance costs for trains and station equipment and civil liability insurance costs for 1 year.
