The rules and regulations of member responsibility, the standing committee’s responsibility, the information system, and reporting of the Steering Committee for the Construction of the Financial Center of the Region and the International (Steering Committee) shall be determined.
According to the Decision, the functions, tasks, powers, and members of the Steering Committee shall be implemented as prescribed in Decision No. 1160 / QD-TTg of the Prime Minister dated October 6, 2023 on the establishment of the Steering Committee for the Construction of the Financial Center of the Region and International.
Working principles of the Steering Committee
The Head of the Steering Committee, Deputy Head of the Steering Committee, and members of the Steering Committee shall work in concurrent positions.

The Steering Committee shall work on the principles of concentration, democracy, public consultation, ensuring unity of direction, and high responsibility of the Head of the Steering Committee. The Head of the Steering Committee is the ultimate decision-maker on matters of the Steering Committee; the Deputy Head of the Steering Committee is empowered to decide on specific issues as assigned, delegated by the Head of the committee; members of the Steering Committees are responsible for implementing the tasks assigned and actively directing the functional agencies to carry out the tasks assigned in the process of constructing the Financial Center of the Region and International.
The Head of the Steering Committee chairs planned meetings and convenes emergency meetings when necessary. The Head of the Steering Committee may delegate to the Deputy Head of the Steering Committee to chair meetings to discuss and decide on specific issues within the tasks of the Steering Committee.
Members have the responsibility to attend all meetings of the Steering Committee; in cases where they cannot attend the meeting due to other important work, they must report to the Head of the Steering Committee and authorize the representative responsible for attending the meeting; the opinion of the participant is the official opinion of the Steering Committee member.
The Steering Committee assigns individual members to be responsible: urging ministries, sectors, and localities to propose and recommend amendments, supplements, mechanisms, policies, solutions in the process of building the Financial Center of the Regional and International.
Working regime, information, and reporting
The Steering Committee meets according to the decision of the Head of the Steering Committee. In addition to direct discussion meetings, the Standing Office of the Steering Committee is responsible for obtaining written opinions of the Steering Committee members, synthesizing, and reporting to the Head of the Steering Committee for consideration and decision.
The focus of the meeting is to assess the content and proposals, solutions to build the Financial Center of the Regional and International in Vietnam; report, propose to the Prime Minister, competent authorities on related issues in the process of building the project.
Based on the actual situation and the task requirements at each stage, the Standing Office of the Steering Committee may propose inviting international organizations, international consulting firms, leaders of corporations, associations, businesses, Provincial People’s Committees under the Central Government to attend the Steering Committee meetings as stipulated by law.
Members of the Steering Committee have the responsibility to report to the Head of the Steering Committee on the implementation of tasks and activities assigned under their responsibility, authority, and sector of state management to construct the Financial Center of the Region and the International center as required by the Head of the Steering Committee.
At the same time, proactively report the arising issues in the process of implementing the tasks. Reports of members of the Steering Committee are sent to the Head of the Steering Committee and sent to the Standing Office of the Steering Committee for monitoring, synthesis, and generalization to serve the Steering Committee’s direction and management activities of the Head of the Steering Committee.
