Central Bank issues urgent directive in 11-year-old 8.8 billion dong credit card debt case

The State Bank urgently requires senior leadership at Eximbank to verify the incident and protect the legitimate rights of customers and the bank.

* The latest development in the case of a credit card debt of VND 8.5 million being turned into VND 8.8 billion

On March 20, according to our source, regarding the case of customer P.H.A in Quang Ninh who had a credit card at Eximbank’s Quang Ninh branch with a debt of VND 8.5 million, after 11 years, the bank demanded payment of over VND 8.8 billion. The State Bank of Vietnam has sent a letter to the Chairman of the Board of Directors and the CEO of Eximbank, requesting a report and resolution of this incident.

Accordingly, the State Bank of Vietnam has requested Eximbank’s management to respond to the media and public opinion regarding the responsibilities, authorities, and directions in handling this incident with a spirit of transparency, listening, and taking into account the opinions and suggestions of the people.

“Eximbank is urgently investigating the incident, protecting the legitimate rights and interests of customers and the bank. Report the results of handling the incident to the leadership of the State Bank of Vietnam before March 21,” said a source from Nguoi Lao Dong newspaper.

Announcement causing a “wave” of public opinion in recent days

Previously, as we have reported, Mr. P.H.A had a MasterCard credit card at Eximbank’s Quang Ninh branch on March 23, 2013, with a credit limit of VND 10 million. This card then incurred two transactions totaling over VND 8.5 million. However, since September 14, 2013, the above-mentioned credit card debt has become bad debt.

Recently, the Joint Stock Company for Debt Management and Asset Exploitation, Export-Import Bank of Vietnam (Eximbank AMC) issued a notice to Mr. P.H.A requesting payment of the principal and estimated interest until October 31, 2023, totaling over VND 8.8 billion.

According to Eximbank, this is an overdue debt that has lasted nearly 11 years. Eximbank has repeatedly notified and worked directly with the customer, but the customer has not come up with a plan to handle the debt.

Meanwhile, Mr. P.H.A stated that around March 2013, he asked an employee named Giang, who worked at Eximbank’s branch in Quang Ninh, to make a credit card for him, but in reality, he did not receive this credit card. It was not until more than 4 years later (in 2017) when he needed a loan that Mr. P.H.A was shocked to learn that he had a bad debt at Eximbank.

Since then, the customer and the bank have worked together multiple times, but the incident has not been completely resolved until Eximbank AMC announced a debt note of over VND 8.8 billion, causing a stir in the public opinion.
