Continuing the 31st session of the Standing Committee of the National Assembly on the afternoon of March 19, the Standing Committee considered the establishment of An Dien and An Tay wards in Ben Cat town and the establishment of Ben Cat city in Binh Duong province; the establishment and arrangement of wards in Go Cong town and the establishment of Go Cong city in Tien Giang province.

On behalf of the Prime Minister, Minister of Home Affairs Pham Thi Thanh Tra presented the documents.
Minister Pham Thi Thanh Tra stated that Binh Duong province proposed the establishment of 2 districts, An Dien and An Tay, in Ben Cat town based on the natural area and population scale of the existing An Dien and An Tay communes.
At the same time, it proposed the establishment of Ben Cat city in Binh Duong province based on the natural area and population scale of Ben Cat town.
After the establishment of An Dien and An Tay wards in Ben Cat town and Ben Cat city, Binh Duong province will not change in terms of natural area, population scale, and the number of administrative units at the district and commune levels, but it will reduce 1 town and increase 1 city and 2 wards. The urbanization rate is 84.95%.
Ben Cat city covers an area of 234.5 km2 with a population scale of 364,578 people, and it has 8 commune-level administrative units (1 commune and 7 wards). The urbanization rate is 94.65%.
In terms of necessity, Ben Cat is one of the 5 important urban areas in Binh Duong province, playing a dynamic role in the northern part of Ho Chi Minh City metropolitan area; an area of high-tech industry, clean industry, research center, and technology transfer.
The development orientation of Ben Cat city until 2040 is an urban area of industry, service, and transportation center. Therefore, Binh Duong province and Ben Cat town have focused resources on investment in socio-economic development and urban infrastructure system.
Tien Giang province proposed the establishment of 4 wards, Long Chanh, Long Hung, Long Thuan, and Long Hoa, based on the natural area and population scale of the existing Long Chanh, Long Hung, Long Thuan, and Long Hoa communes. It will rearrange the 4 wards into 2 wards (merge Ward 4 into Ward 1, and merge Ward 3 into Ward 2).
It will also establish Go Cong city in Tien Giang province based on the natural area and population scale of Go Cong town.
After the establishment and arrangement of wards in Go Cong town and the establishment of Go Cong city, Tien Giang province will remain unchanged in terms of natural area, population scale, and the number of district-level administrative units, but it will increase 1 city and reduce 1 town; at the same time, it will reduce 2 commune-level administrative units (increase 2 wards and reduce 4 communes). The urbanization rate of Tien Giang province is 18.40%.
Go Cong city covers an area of 101.69 km2 with a population scale of 151,937 people; it has 10 commune-level administrative units, including 7 wards and 3 communes (reducing 2 commune-level administrative units compared to the current Go Cong town). The urbanization rate of Go Cong city is 60.76%.
Presenting the appraisal report, Head of the Committee for Legal Affairs of the National Assembly Hoang Thanh Tung stated that the Committee for Legal Affairs agreed with the necessity of establishing An Dien and An Tay wards in Ben Cat town and establishing Ben Cat city in Binh Duong province.
At the same time, it agreed with the establishment and arrangement of wards in Go Cong town and the establishment of Go Cong city in Tien Giang province, based on the reasons expressed in the documents and proposals of the Government.
The Committee for Legal Affairs proposed to determine the effective date of the two resolutions as May 1, 2024, to give organizations, agencies, and localities enough time to complete the organization, change seals, and meet other necessary conditions for the activities of newly established administrative units.
At the meeting, 100% of the members of the Standing Committee of the National Assembly present voted in favor of the resolutions on the establishment of An Dien and An Tay wards in Ben Cat town and the establishment of Ben Cat city in Binh Duong province; the establishment and arrangement of wards in Go Cong town and the establishment of Go Cong city in Tien Giang province.
