Unlocking Opportunities: Quang Tri Unravels Challenges for a Key Project Worth Over VND 2,000 Billion

The Coastal Road Project, which aims to connect the East-West Economic Corridor in Quang Tri Province, is an ambitious undertaking with a total length of 48 kilometers. Phase 1 of this project, scheduled for completion between 2021 and 2026, has encountered numerous challenges that have impacted construction progress.

Chairman of the People’s Committee of Quang Tri province, Vo Van Hung, hosted a meeting with relevant departments, units, and local authorities to expedite the progress of the coastal road project, which connects the East-West Economic Corridor in Quang Tri province, phase 1.

According to the report presented at the meeting by the leaders of the Quang Tri Province Construction Investment Project Management Board, the coastal road project, with a total investment of VND 2,060 billion, was approved by the People’s Committee of Quang Tri province. The project, spanning from 2021 to 2026, has a total route length of 48km and is divided into four packages passing through Vinh Linh, Gio Linh, Trieu Phong, and Dong Ha city. Thus far, the capital allocation and disbursement for 2024 amount to VND 226.96 billion, reaching 69%.

Regarding land clearance, the section passing through Dong Ha city, with a length of 2.7km, has already handed over 1.12km of cleared land. Out of the 235 affected cases, 235 have received land retrieval notifications, and land-origin verification has been completed for approximately 95%. Resettlement work has been finalized for 37 affected households.

In Trieu Phong district, 7km of the 9.5km route has been handed over, and the design drawings for the resettlement area in Trieu Do commune have been approved. However, five resettlement areas in Trieu Van, Trieu Trach, Trieu Dai, Trieu Thuan, and Trieu Phuoc communes are yet to be approved.

In Gio Linh district, 5.11km of the 12.5km route has been cleared, and resettlement work for 22 cases is being expedited, including the construction of the Trung Giang commune resettlement area.

Vinh Linh district has handed over 4.15km of the 23.06km route, but the District Land Clearance Council has not completed the planning of the residential area to allocate land to affected households.

Meeting Overview

Regarding construction progress, package VB-XL01 in Vinh Linh district achieved a realization value of VND 10.9 billion out of VND 308.78 billion, reaching 3.5%. Package VB-XL02 in Gio Linh district attained a realization value of VND 12.1 billion, equivalent to 4.9% of the total package value of VND 245.36 billion.

In Trieu Phong district, package VB-XL03 has substantially completed the Trieu Trach bridge and is in the process of roadbed filling and culvert construction, with a realization value of VND 17 billion out of VND 119.76 billion (14.19%). Package VB-XL04, passing through Trieu Phong district and Dong Ha city, has a total realization value of VND 289.91 billion out of VND 941.66 billion, reaching 30.8%.

During the meeting, the attending departments, units, and localities reported to the People’s Committee of Quang Tri province about the obstacles and difficulties faced in the project implementation. One of the key challenges is the delay in the construction of resettlement areas in Trieu Phong district, which has impacted the land clearance process and, consequently, the overall project schedule. Additionally, there are issues related to a certain area of protective forest in Gio Linh district, which has been allocated but for which no exploitation plan has been established. Furthermore, the determination of land-use origins in Cua Viet town and Trung Giang commune has been slow, affecting the project’s progress.

At the meeting, Vo Van Hung, Chairman of the People’s Committee of Quang Tri province, emphasized that the project’s progress has not met the set requirements, partly due to subjective reasons. Therefore, it is necessary to draw serious lessons from this experience and consider it a political task for party committees at all levels, sectors, localities, and units to foster a more determined approach to implementation.

Regarding specific tasks, it is first necessary to acknowledge the responsibility of the Quang Tri Province Construction Investment Project Management Board and rearrange the project governance for more effective management. It is crucial to anticipate short-term and long-term obstacles, thoroughly review the contents to be implemented, and promptly report to the competent authorities about any issues beyond their jurisdiction for guidance and implementation.

Currently, the delays in land clearance are affecting the overall project schedule. Therefore, local authorities are urged to demonstrate greater determination and concentrate their resources to expedite the handover of cleared land to contractors.

Regarding the challenges in resettlement, the Chairman of the People’s Committee of Quang Tri province assigned the Department of Planning and Investment, along with relevant sectors, to actively guide the procedures and assist the localities in completing the necessary paperwork to expedite land clearance. Concerning the conversion of forest and rice land, the Department of Natural Resources and Environment was instructed to promptly finalize the procedures. The contracting units were instructed to proceed with construction in the sections where the land has already been handed over.

The Chairman of the People’s Committee of Quang Tri province requested that the functional departments be more proactive and closely coordinate with the units and localities in implementing this key provincial project, striving to complete it and open it to traffic by the end of 2025.
