500kV Power Transmission Line to the North: Land handover completed in March.

On February 27th, the Vietnam General Confederation of Labor in collaboration with the Vietnam Electricity Group (EVN) and the National Power Transmission Corporation (EVNNPT), held a ceremony to launch a competition for the construction of the 500kV circuit 3 powerline project from Quang Binh to Hung Yen.

The 500kV Line 3 project consists of four component projects with a total length of 519 km connecting from Quang Trach district (Quang Binh) to Pho Noi (Hung Yen). The project has an estimated total investment of about 23,000 billion VND.

All of these projects started construction in October 2023 and January 2024. Prime Minister Pham Minh Chinh has requested that they be completed and electrified by June 2024.

According to EVNNPT General Director Pham Le Phu, these are important and urgent projects that have a significant meaning in enhancing the capacity of the 500kV North-Central power transmission grid, improving the stability of the power system operation, and maintaining a crucial position in national energy security.

Central leaders from MTTQ Vietnam, government leaders, the General Confederation of Labor, local leaders, EVN, EVNNPT witnessed the investor representatives and contractors committing to strive for excellence.

Up to now, the progress of land handover by localities has met the requirements, with 1143 out of 1177 foundation positions handed over, reaching 97%, and 230 out of 502 corridor sections handed over, reaching around 46%.

Among them, there have been 7 out of 9 localities that have completed the handover of all foundation positions, while the remaining 2 localities, Nghe An and Thanh Hoa, are completing the final procedures to hand over the foundation positions to the construction contractors.

By February 26, the project is in progress with temporary construction roads, excavating and casting foundations for 950 out of 1177 foundation positions, completing the casting of 99 foundation columns, completing the installation of 1 steel column and currently installing 11 steel columns.

However, the project still faces many obstacles in forest conversion at some localities and in land clearance at some tower positions and the transmission line safety corridor.

In addition, the project encounters difficulties and obstacles in the construction work, especially with 240 out of 1177 foundation positions along the whole line requiring a long construction time.

Speaking at the ceremony, Deputy Prime Minister Tran Luu Quang emphasized the project’s significant significance for economic and social development, national defense and security, and as a driving force to promote the country’s industrialization and modernization process.

When completed, the project will enhance the transmission capacity of the 500kV North-South system, compensating for the local power shortage of each region, especially ensuring power supply and energy security for the northern region in the coming years.

“Provincial People’s Committees where the project passes through urgently direct the implementation of forest conversion procedures for construction of foundation positions; provide maximum support for investors and related units in compensation, land clearance work, ensuring handover of the corridor in March 2024,” Deputy Prime Minister Quang requested.
