The closing speech of the second National Congress implements the laws, resolutions of the 6th session and the 5th extraordinary session of the 15th National Assembly on March 7th, the Chairman of the National Assembly emphasized that through the current situation and reports of the Standing Committee of the National Assembly, of the Government and the speeches at the Congress show positive changes in the implementation of laws and resolutions, especially after the success of the First National Congress.

Authorities have shown high responsibility, proactive, and resolute in overcoming all difficulties and challenges, especially the pressure on schedule, scope, and workload to make urgent efforts to achieve the early implementation of the laws and resolutions.

THERE IS A LOT OF WORK TO CONTINUE TO IMPLEMENT

Among them, the Standing Committee of the National Assembly has directed the intensification of communication, timely information to voters, People about the results of the sessions and about the laws and resolutions passed by the National Assembly. The review and improvement of content and technical writing are given priority, to be implemented soon so that after the laws and resolutions are passed, agencies can submit them to the Chairman of the National Assembly for quick authentication, ensure proper publication, serve as a basis for organizing enforcement.

Immediately after the end of the National Assembly session, the Government directed the Ministry of Justice and the Government Office to coordinate with the Ministries, agencies parallel to review, determine the specific contents of the laws, resolutions, specify on that basis, assign the agencies to draft, coordinating bodies and term, promulgate the document; Some decisions, implementation plans for the enforcement of laws, resolutions were promptly issued.

The above-mentioned results of the implementation of laws and resolutions are worth acknowledging, but according to the Chairman of the National Assembly, this is only the beginning. The amount of work to be continued is very large, especially many laws of the 6th session and the 5th extraordinary session have a large number of statutory provisions, content assigned to the Government, the relevant agencies is not only numerous (nearly 400 contents, especially the Land Law with over 100 contents); both difficult (such as the content about the sandbox- controlled experiment mechanism in the Telecommunications Law, the Credit Organizations Law); both demanding in terms of progress; both stipulating many new policies, specific tasks, new powers in the direction of strong decentralization, empowerment for agencies.

With many such challenges, the Chairman of the National Assembly believes that the implementation of the laws and resolutions passed by the National Assembly at the 6th session and the 5th extraordinary session requires great concentration, effort, and determination of agencies.

6 FOCI FOR EFFECTIVE IMPLEMENTATION OF LAW ENFORCEMENT

To effectively implement the law enforcement work, the Chairman of the National Assembly highlighted some key tasks to focus on.

First, the National Assembly, the Standing Committee of the National Assembly organizes the implementation of the provisions in the law, resolutions; handle in a timely manner the arising issues within their jurisdiction based on proposals from the Government, agencies, institutions, and National Assembly deputies; assign the agencies of the National Assembly to review, provide opinions, carefully consider the reports of the Government, agencies on the implementation of requirements in laws, resolutions, and reports for the National Assembly’s consideration and discussion when necessary. Agencies of the National Assembly actively monitor, closely supervise, and urge agencies to implement on time.

Second, propose the Government, the Prime Minister to closely follow the specific requirements for implementation for each law, resolution passed at the 6th session and the 5th extraordinary session as specified in the report of the Standing Committee of the National Assembly. Soon to issue a list of documents that detail the implementation of laws and resolutions passed by the National Assembly at the 5th extraordinary session and specifically assign agencies in charge of drafting, with a specific completion deadline. Continue to issue plans for the implementation of laws, resolutions of the National Assembly; arrange resources, prepare conditions to meet the requirements of tasks.

Comply with the Law on Promulgation of Legal Normative Documents, urgently build and issue according to the authority 56 legal normative documents to ensure progress, quality, to have effect simultaneously with laws, resolutions, be feasible, consistent, and consistent in the system of legal normative documents, especially documents specifying in detail laws that have a close relationship with each other such as the Land Law, the Housing Law, the Real Estate Business Law,… “Do not overlap, cause entanglement, obstacles, procedures, “child permits” against regulations in the organization of implementation,” emphasized the Chairman of the National Assembly.

Together with that, continue to enhance the work of in-depth, propaganda, dissemination, and introduction of policies, content of laws, resolutions, and detailed regulatory documents to guide implementation to agencies, organizations, people, businesses to understand and fully comply with regulations.

Implementing synchronized measures to enhance the effectiveness of law enforcement work, tighten discipline, ethical standards, heighten the responsibility of leaders, proactive, active responsibility, of the services, attached to strengthening inspection, supervision to prevent, detect, timely prevent, and resolutely handle negative behaviors, “group interests”, “local interests” in law enforcement.

Focus on organizing dialogue with businesses, people, timely removing difficulties, problems arising in the process of organizing the enforcement of laws.

Third, the authorities of the provinces and centrally-run cities actively review, study, prepare necessary conditions, and organize the implementation of powers and tasks assigned, especially the new powers and tasks supplemented in the laws, resolutions of the National Assembly that apply the mechanism, policies to pilot, specific characteristics applied in their locality.

Fourth, the Central Committee of the Vietnam Fatherland Front, the Supreme People’s Court, the Supreme People’s Procuracy, the State Audit, the central agencies of political organizations participate in building, contributing opinions on the construction, promulgation of detailed documents specifying laws, resolutions of the National Assembly; participating in popularizing legal education for the People in appropriate forms as prescribed by law; mobilizing the masses to implement laws, resolutions.

Fifth during the process of implementing law enforcement, propose the Government to focus on reviewing, handling administrative procedures in accordance with the requirements in Resolution No. 103/2023/QH15 to report to the National Assembly at the 7th session, the 15th National Assembly.

Sixth to timely institutionalize the Party’s guidelines and viewpoints and meet practical requirements, on January 22nd, 2024, the Standing Committee of the National Assembly issued Plan No. 734/KH-UBTVQH15 supplementing 19 new legislative tasks into Plan No. 81/KH-UBTVQH15, raising the total number of legislative tasks to be implemented in the 15th session of the National Assembly to 156, of which, completed 115/156 tasks (73.7%), and 41 tasks are being implemented or need further research and review.

With a very large amount of legislative tasks to be implemented in the next half of the term, propose the Government, agencies to have strong leadership measures, strive to complete the plan, ensure quality and progress.
