Phuc Son Group Case: Ministry of Public Security Initiates Criminal Proceedings Against 15 Accused Individuals and Continues Investigation

In an investigation into violations of accounting causing serious consequences, taking bribes, violating bidding regulations leading to serious consequences, and exploiting influence over officials with positions of authority for personal gain, occurring at Phuc Son Joint Stock Group and relevant entities and localities, the Ministry of Public Security’s Investigation Police Agency issued arrest warrants and other procedural decisions for 6 individuals on April 20 and 23, 2024.

The arrest warrants target Nguyen Van Khuoc, Vice Chairman of Vinh Phuc Provincial People’s Committee, and Chairman of the Provincial Land Price Appraisal Council; Chu Quoc Hai, former Deputy Director of Vinh Phuc’s Department of Natural Resources and Environment, and Hoang Van Nhiem, Deputy Director of Vinh Phuc’s Department of Finance, for taking bribes under Article 354, Clause 4 of the Criminal Code; Cao Dai Nghia, Deputy Head of the Price Division at the Department of Land Use Planning and Development under the Ministry of Natural Resources and Environment, for exploiting positions and powers while performing official duties under Article 356, Clause 3 of the Criminal Code.

Travel bans and search warrants were issued for Dinh Thi Thu Huong, Head of Land Price Compensation and Resettlement at the Sub-Department of Land Management under Vinh Phuc’s Department of Natural Resources and Environment and member of the Provincial Land Price Appraisal Council, and Nguyen Ngoc Huy, Director of Nam Ha Price Appraisal Company, for exploiting positions and powers while performing official duties under Article 356, Clause 3 of the Criminal Code.

The Ministry of Public Security’s Investigation Police Agency has determined that while Thang Long Real Estate Company, owned by Nguyen Van Hau, was implementing the Vinh Tuong Market and Urban Area Project in Vinh Phuc Province, Nguyen Van Hau met and bribed officials to facilitate a favorable land price calculation. Nguyen Van Khuoc, Chu Quoc Hai, and Hoang Van Nhiem, while performing their duties, accepted bribes from Nguyen Van Hau to instruct Dinh Thi Thu Huong, who then worked with Cao Dai Nghia, Deputy Head of the Price Division at the Department of Land Use Planning and Development under the Ministry of Natural Resources and Environment, and Nguyen Ngoc Huy, Director of Nam Ha Price Appraisal Company, to provide consulting and land price appraisal services that benefited Thang Long Real Estate Company, causing losses to the State of 200.9 billion VND.

On April 22 and 23, 2024, the Supreme People’s Procuracy (Office 3) approved the above decisions and warrants, which were duly executed by the Ministry of Public Security’s Investigation Police Agency.

The Investigation Police Agency is currently gathering evidence and expanding the investigation into other violations committed by the Phuc Son Group in related localities and entities. Legal measures will be taken to fully recover all assets belonging to the State.
