Government Directs Implementation of New Salary Regime from 1st July

The government mandates that departments and localities proactively establish and issue regulations and carry out specific tasks assigned to implement the new salary regime starting from July 1 this year.

On March 5, the Government issued

the Resolution of the Regular Government Meeting

​​in February 2024.

In the Resolution, the Government requested ministries, agencies, and localities to continue to promote a sense of responsibility, high determination, great efforts, resolute actions, and thorough review of tasks in March and the first quarter of this year in order to focus on effective direction and organization.

Ministries, agencies, and localities should strengthen research, forecasting, and consultation to serve economic and social governance in order to have timely response to appropriate and effective policies, be proactive, adapt to new situations and trends, and adjust policies of other countries; absolutely not subjective, negligent, or complacent.

The Government requests ministries, agencies, and localities

to build

a plan to enhance the application of digital technology for digital transformation, build databases, develop national digital platforms, develop digital economy, digital management within the scope, industries, and localities; organize specialized conferences on digital economic development in the first quarter of 2024.

The new salary regime will be implemented from July 1, 2024 (illustrative image).

The Government requests the completion of the organizational apparatus, enhancement of the capacity for state management and enforcement of laws on digital transformation from the central to local levels. Actively participate with the Ministry of Information and Communications in piloting virtual assistants to support officials and civil servants, identify legal text conflicts, provide legal support to people, and support judges.

“Proactively build, promulgate regulations and carry out specific tasks assigned to implement the new salary regime from July 1, 2024, in accordance with the conclusions of the Central Executive Board and the Resolution of the National Assembly, ensuring quality, effectiveness, and compliance with the prescribed schedule,” the Resolution said.

The Government requested ministries, industries, and localities to exercise their authority or report proposals to amend and supplement immediately the provisions that are not suitable to practice in order to ensure both the effectiveness and compliance in completing the work, while

encouraging dynamic, creative, proactive, and responsible

officials and civil servants for the common interest.

Monitor and closely follow the implementation of the mechanisms, policies already issued, the implementation of the tasks assigned by the Government, the Prime Minister, and competent levels to urge and resolve difficulties in order to ensure the quality and progress of the work.

Timely direct functional forces to review and grasp the situation, detect negative and abnormal signs in the implementation of tasks, especially in fields prone to violations and corruption, in order to strictly handle violations in accordance with the provisions of the law, without exception, without prohibited areas…

Along with that, effectively implement social welfare work, ensure comprehensive, multi-layered, modern, comprehensive and sustainable welfare. Monitor and grasp the labor situation to timely support businesses to overcome labor shortages and prevent labor supply interruption; focus on developing high-quality human resources in new, prominent sectors, industries, and professions (such as semiconductors, hydrogen, carbon credits…), meet the labor demand for production and business of enterprises.
