10+ Year ‘Shelved’ Project Included in Hanoi’s Land Use Plan

Hanoi includes a construction project for a complex of commercial centers, apartments, and offices in Dich Vong Hau Ward, Cau Giay District, invested by the Vietnam Construction and Trading Investment Corporation. The project had been suspended for over ten years and will be included in the 2024 land use plan.

Adding Over 10 Years of Abandoned Projects to Land Use Plan

Hanoi’s People’s Committee has issued decisions on adjusting and supplementing the 2024 Land Use Plan for various districts in the city: Ba Dinh, Dong Da, Hoan Kiem, Tay Ho, Cau Giay, Hoang Mai, Long Bien, and Ha Dong.

For Ba Dinh District, five projects with a total area of 0.522 hectares will be added and updated to the 2024 Land Use Plan, including: Construction of a road connecting Quan Thanh Street to Tran Vu Street (via 190-192 Quan Thanh Alley); Construction of a new garden at the land adjacent to the southern bank of Ut Tu Pond; Construction of a community center for residents’ groups 1A, 1C, 9, 17 in Vinh Phuc Ward; Renovation and restoration of Cong Yen Temple; and Construction of a kindergarten for Vinh Phuc Ward residents (on Ut Tu Pond).

At the same time, adjustment of land types in 2024 will include: Agricultural land will be allocated an area of 1.61 hectares; non-agricultural land will be allocated 916.34 hectares; and unused land will be allocated 2.81 hectares.

Additionally, the plan includes the acquisition of 0.522 hectares of non-agricultural land in 2024. It also includes a plan for the conversion of 0.522 hectares of non-agricultural land in 2024.

The number of projects and the area recorded in point e, Clause 1, Article 1 of Decision 425 dated 22/01/2021 of the Hanoi People’s Committee will be adjusted to 54 projects, covering an area of 24.5866 hectares.

For Tay Ho District, two projects will be added to the 2024 Land Use Plan: Site clearance and infrastructure construction for the 175 Lac Long Quan alley (0.17 hectares); and Conversion of garden and pond land adjacent to residential land that has been granted a land use certificate to residential land (0.879 hectares).

Furthermore, the area of land types in 2024 will be adjusted as follows: Agricultural land will cover 302.99 hectares and non-agricultural land will cover 2,2021.5 hectares; while the area for converting the purpose of agricultural land to non-agricultural land is 42.48 hectares.

The number of projects and the area recorded in point b, Clause 1, Article 1 of Decision 434 dated 23/01/2024 of the Hanoi People’s Committee will be adjusted to 76 projects, covering an area of 320.129 hectares.

Hanoi adds the project to construct a complex of commercial centers, apartments, and offices in Dich Vong Hau Ward (Cau Giay District) to the 2024 land use plan.

For Cau Giay District, seven projects with a total area of 2.9839 hectares will be added to the 2024 Land Use Plan. Among them is the project to construct a complex of commercial centers, apartments, and offices in Dich Vong Hau Ward, which is being developed by the Vietnam Construction and Trade Investment Corporation. This project was granted an investment certificate in 2012 but has remained abandoned until now.

The area of land types in 2024 will be adjusted as follows: Agricultural land will cover 14.62 hectares; non-agricultural land will cover 1207.96 hectares; unused land will cover 15.57 hectares; and urban land will cover 1238.14 hectares.

In addition, the number of projects and the area of land recorded in Clause 2, Article 1 of Decision 508 dated 25/01/2024 of the Hanoi People’s Committee will be adjusted to 40 projects, covering an area of 29.6239 hectares.

For Dong Da District, one project with an area of 0.128 hectares will be added to the 2024 Land Use Plan. The number of projects and the area recorded in point c, Clause 1, Article 1 of Decision 422 dated 22/01/2024 of the Hanoi People’s Committee will be adjusted to 28 projects, covering a total area of 17.547 hectares.

In Hoan Kiem District, the 2024 Land Use Plan will be adjusted and supplemented with three projects covering an area of 2.26 hectares.

At the same time, the land area allocated in 2024 will be adjusted as follows: Agricultural land will cover 20.61 hectares; non-agricultural land will cover 514.05 hectares; and non-agricultural land will be acquired for 1.77 hectares. The Hanoi People’s Committee will adjust the number of projects and the area recorded in point c, Clause 1, Article 1 of Decision 1146 dated 04/3/2024 to 25 projects with an area of 4.34 hectares.

Adding School Projects in the Most Populated Ward

For Hoang Mai District, eight projects with a total area of 5.0117 hectares will be added to the Land Use Plan. These include the construction of a primary school and a kindergarten on TH3 and NT3 land in the Linh Dam Lake Comprehensive Service and Residential Area, Hoang Liet Ward; the project to build resettlement houses in Tran Phu Ward; the project to renovate and rebuild the railway transport service complex at 1 Dinh Cong Street, ThinhLiet Ward, etc.

Hanoi adds a school project in Hoang Liet Ward to the 2024 land use plan for Hoang Mai District.

The area of land types allocated in 2024 will be adjusted as follows: Agricultural land will cover 681.95 hectares and non-agricultural land will cover 3337.24 hectares; Agricultural land will be acquired for 155.28 hectares and non-agricultural land will be acquired for 106.65 hectares; The change of land use purpose from agricultural land to non-agricultural land is 157.58 hectares and from non-agricultural land to non-residential land is 38.92 hectares.

The number of projects and the area recorded in point e, Clause 1, Article 1 of Decision 512 dated 25/01/2024 of the Hanoi People’s Committee will be adjusted to 150 projects with a total area of 314.5317 hectares.

For Long Bien District, seven projects with a total area of 34.33 hectares will be added to the 2024 Land Use Plan.

The area of land types allocated in 2024 will be adjusted as follows: Agricultural land will cover 1351.20 hectares and non-agricultural land will cover 4648.79 hectares; Agricultural land will be acquired for 239.36 hectares and non-agricultural land will be acquired for 115.30 hectares; The change of land use purpose in 2024 from agricultural land to non-agricultural land is 239.36 hectares. The Hanoi People’s Committee will adjust the number of projects and the area recorded in Clause 1, Article 1 of Decision 433 dated 23/01
