New findings on district and commune mergers: Respect the local recommendations on uniqueness

On March 6, the Government Office issued Notice No. 81 / TB-VPCP, concluding remarks by Deputy Prime Minister Tran Luu Quang at the first meeting of the Steering Committee for the arrangement of district-level and commune-level administrative units for the period 2023-2030.

Evaluating the arrangement of administrative units as an important but complicated task that has a significant impact on the psychology of the people and the staff, civil servants, officials, and workers, Deputy Prime Minister Quang has requested the ministries, sectors, localities, and relevant agencies to thoroughly implement the guiding principles stated in the Resolutions and Conclusions of the Politburo, the Resolution of the Standing Committee of the National Assembly, the Government, and the Prime Minister’s Official Dispatches.

Deputy Prime Minister Tran Luu Quang instructed that the arrangement of administrative units must respect the reasonable suggestions of localities regarding the specific characteristics of each region and area.

Deputy Prime Minister Quang requested that the arrangement of administrative units be implemented with importance, focusing on complying with regulations and respecting the reasonable suggestions of localities regarding the specific characteristics of each region and area nationwide. He also emphasized the need to streamline and concurrently implement the procedures to ensure the progress of the arrangement.

The central ministries and agencies need to proactively coordinate closely with localities to timely address difficulties and emerging issues in the construction of the arrangement plan as well as the process of arranging administrative units.

Regarding specific tasks in the coming time, Deputy Prime Minister Quang requested the Ministry of Home Affairs to have a mechanism for receiving information from localities, consolidating the results of implementation, as well as identifying difficulties and issues. Moreover, the ministry will coordinate with relevant ministries and agencies to organize the appraisal of the localities’ plan, with priority given to those that have a small number of units to be arranged and have completed their plans earlier than the required deadline.

The Ministry of Planning and Investment will study and propose solutions to address difficulties for 10 localities that have been approved for provincial planning before the issuance of Resolution No. 35 / 2023 / UBTVQH15.

The Ministry of Finance will urgently submit a Government decree to replace Decree No. 167/2017 / ND-CP and Decree No. 67/2021 / ND-CP, which regulate the rearrangement and handling of state assets (including the addition of district-level and commune-level units to be arranged) by the end of the first quarter of 2024.

The Ministry of Construction will lead and coordinate with the Ministry of Home Affairs and localities to remove obstacles in urban planning and classification work to ensure the construction progress and submit the arrangement plan’s documents of the localities no later than September 2024, following the Prime Minister’s guidance.
