Expanding the investigation into the case of “Serious consequences for accounting violations” committed by Nguyen Van Hau and accomplices at Phuc Son Group Joint Stock Company (abbreviated as Phuc Son Group), Thang Long Investment and Trading Real Estate Joint Stock Company (abbreviated as Thang Long Real Estate Company) and related units according to Decision to initiate criminal case No. 16/QĐ-CSKT-P7 dated 26/02/2024; based on the testimony of Nguyen Van Hau, the defendants, related persons, investigation and verification documents in 03 provinces of Vinh Phuc, Quang Ngai, Vinh Long and related units; implementing the regulations of the Party, the State, on March 7, 2024, the Criminal Investigation Agency of the Ministry of Public Security decided:
1. Supplementing the prosecution of the case for the crimes of “Receiving bribes”, “Violations of bidding regulations causing serious consequences”, “Exploiting influences on persons in positions of authority for personal gain” occurring in Vinh Phuc province, Quang Ngai province, Vinh Long province and related units;
2. Prosecuting, arresting for temporary detention, and searching 9 defendants, including:
(1) Ms. Hoang Thi Thuy Lan, Secretary of the Provincial Party Committee, Head of the National Assembly delegation, Chairman of the Provincial People’s Council of Vinh Phuc province and (2) Mr. Le Duy Thanh, Deputy Secretary of the Provincial Party Committee, Chairman of the People’s Committee, People’s Council delegation of Vinh Phuc province, jointly charged with the crime of “Receiving bribes”, provided for in Clause 4, Article 354 of the Criminal Code.
(3) Mr. Cao Khoa, former Chairman of the People’s Committee of Quang Ngai province; (4) Mr. Dang Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the People’s Committee, People’s Council delegation of Quang Ngai province, former Director of the Department of Transport of Quang Ngai province, jointly charged with the crime of “Receiving bribes”, provided for in Clause 4, Article 354 of the Criminal Code. (5) Mr. Ha Hoang Viet Phuong, Director of the Management Board of Dung Quat Economic Zone and Industrial Parks, former Deputy Director of the Department of Transport of Quang Ngai province; (6) Mr. Pham Ngoc Thuy, Deputy Director of the Department of Transport, former Head of Technical and Quality Division of the Department of Transport of Quang Ngai province; (7) Mr. Le Quoc Dat, Director of the Project Management Board for Investment in Construction of Transport Works, former Head of the Investment Management Division of the Department of Transport of Quang Ngai province and (8) Mr. Pham Ngoc Cuong, Deputy General Director of Phuc Son Group, jointly charged with the crime of “Violations of bidding regulations causing serious consequences”, provided for in Clause 3, Article 222 of the Criminal Code.
(9) Mr. Dang Trung Hoanh, Head of the District Party Committee Office of Mang Thit district, Vinh Long province, charged with the crime of “Exploiting influences on persons in positions of authority for personal gain”, provided for in Clause 3 Article 366 of the Criminal Code.
On March 8, 2024, after the Supreme People’s Procuracy approves the above-mentioned Decisions and Orders, the Criminal Investigation Agency of the Ministry of Public Security organized the execution in accordance with the law.
Currently, the Criminal Investigation Agency of the Ministry of Public Security is consolidating documents and evidence of the wrongdoings of the defendants who have been prosecuted, while continuing to expand the investigation of the case, clarify other wrongdoings of Phuc Son Group in localities and related units, and apply measures as prescribed by law to fully recover state assets.
The Criminal Investigation Agency of the Ministry of Public Security calls on individuals involved in this case to promptly surrender, report crimes and rectify the consequences in order to enjoy the leniency policies of the law.
