HCM People’s Council term X for the period 2021-2026 has just opened its 14th session. At this specialized session, the HCM People’s Council will discuss and review the specific documents that implement Resolution 98 on the pilot mechanism, policies for the special development of the city.

At the meeting on March 14, the HCM People’s Council discussed the document on the list of projects for land revocation for socio-economic development for national and public interests, as well as the document on changing the land use purpose from rice cultivation to implement projects in the area.

Regarding the list of projects that require land revocation, according to the document, the HCM City People’s Committee proposes 13 projects that need land revocation in 2024, with a total area of 27.85ha.

In addition, there are 19 projects with a total land area of 119.05ha that have been approved by the HCM People’s Council before but have exceeded the 3-year deadline without a revocation decision. Now, the city’s People’s Committee proposes land revocation in 2024.

All the mentioned 32 land revocation projects are investment projects in technical infrastructure and public works in localities.

According to Mr. Bui Xuan Cuong, Vice Chairman of the HCM City People’s Committee, these projects are all public works, serving the necessary needs of the locality in the process of socio-economic development, urban improvement, and urban development. All 32 projects have full legal basis for implementation this year.

As for the list of land use purpose conversion for rice cultivation, the HCM City People’s Committee proposes to convert the land use purpose of 0.53ha of rice cultivation land for 2 projects.

Among them, the project in Binh Chanh district is newly registered in 2024 with a land area of 0.49ha that needs to be converted in use purpose. The remaining project in Hoc Mon district has been approved by the HCM City People’s Council with a rice cultivation land area of 0.04ha, but the 3-year deadline has passed and a decision has not been made.

According to the HCM City People’s Committee, during the 2016-2020 planning period, the approved target for converting the land use purpose of rice cultivation in the city was 13,261ha. However, the result was only 3,739.34ha of rice land converted in use purpose.

In addition, there are 3,508.38ha of rice cultivation land that has been allowed to be converted in use purpose by the Prime Minister, HCM People’s Council, but after 3 years of non-implementation, HCM City still has over 13,039ha of rice cultivation land that has not been converted in use purpose.

After discussion and review, the HCM People’s Council has agreed upon the above-mentioned two documents.
