Ho Chi Minh City Implements Multiple Key Policies

The 22 resolutions passed by the Ho Chi Minh City People's Council will serve as the legal framework for the city to implement and leverage special mechanisms and policies for development.

On March 14, the People’s Council of Ho Chi Minh City, term X, held its 14th session (specialized session). Attending the session were members of the Politburo, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen, and Central Party Committee member and Chairman of the Ho Chi Minh City People’s Committee Phan Van Mai.

Resolute and synchronized

Through a urgent, serious, and responsible work session, the Ho Chi Minh City People’s Council discussed, analyzed, and comprehensively evaluated all related issues and adopted 22 resolutions, including 3 resolutions specifying the implementation of Resolution 98/2023 of the National Assembly on piloting certain mechanisms and policies for the development of Ho Chi Minh City; 5 resolutions on personnel; 2 resolutions on urban areas, and 14 resolutions on economic and social tasks. “These are legal grounds for the Ho Chi Minh City People’s Committee to implement the next steps, taking advantage of the opportunity offered by special mechanisms and policies to invest in economic and social development, ensuring defense and security in response to the practical situation of the city,” emphasized Chairman of the People’s Committee of Ho Chi Minh City Nguyen Thi Le.

One of the 3 resolutions implementing Resolution 98 adopted at this session is the resolution assigning the number of non-professional officials, civil servants, and non-specialized activists in wards, communes, and towns in Ho Chi Minh City for the 2024 – 2026 period. Accordingly, nearly 300 administrative civil servant positions will be added to the People’s Committees of wards, communes, and towns in Ho Chi Minh City according to the population scale and characteristics of each locality. The People’s Council of Ho Chi Minh City also approved a resolution on the establishment, division, merger, and renaming of districts, precincts within the city. Accordingly, the organizational apparatus will be streamlined from 25,377 units to 4,861 precincts (a reduction of 20,516 units), and the number of personnel will also be reduced from 64,293 to 43,749 (a reduction of 20,544 people). After the rearrangement, Ho Chi Minh City will have 3,654 precincts and 1,207 wards.

In terms of economics and society, urban areas, the Ho Chi Minh City People’s Council approved a list of 31 land recovery projects with a total area of over 146 hectares for socio-economic development for national and public interests. The People’s Council of Ho Chi Minh City also approved the policy to allocate nearly 240 billion VND to invest in surveillance camera systems, flexible traffic control systems in the area. The Chairman of the People’s Council of Ho Chi Minh City requested that after the end of the session, the People’s Committee of the city direct agencies and units to seriously implement the resolutions of the City People’s Council, ensuring openness, transparency, correctness of the target audience, and appropriateness to the ability to balance and allocate resources of the central and local authorities.

Personnel reshuffling

At this session, personnel work was focused on to complete the personnel of the People’s Council and People’s Committee of Ho Chi Minh City. Accordingly, the deputies elected Mr. Huynh Thanh Nhan, Director of the Ho Chi Minh City Department of Home Affairs, as Vice Chairman of the People’s Council of Ho Chi Minh City with 84/84 votes of the present deputies. Earlier, the deputies agreed to remove Mr. Huynh Thanh Nhan from the position of member of the Ho Chi Minh City People’s Committee so that the People’s Council of Ho Chi Minh City could elect him to hold the position of Vice Chairman of the People’s Council of Ho Chi Minh City.

Mr. Huynh Thanh Nhan, 55 years old, has worked as Secretary of the Thủ Đức District Party Committee (now part of Thu Duc City), Director of the Ho Chi Minh City Department of Culture and Sports, Director of the Ho Chi Minh City Department of Home Affairs. He promised in his new position to always be close to the grassroots, maintain close contact with voters, understand and reflect the aspirations and legitimate requests of the voters so that the relevant levels and sectors can satisfy them with justifiable and legal requests and recommendations from the voters. The new Vice Chairman of the People’s Council of Ho Chi Minh City emphasized the importance of improving the quality and effectiveness of the activities of the People’s Council of Ho Chi Minh City through its sessions and the supervisory activities of the City People’s Council and the delegations of the City People’s Council.

On behalf of the City People’s Council, Mrs. Nguyen Thi Le congratulated and expressed her hope that Mr. Huynh Thanh Nhan would promote his courage, professional expertise, unity, dynamism, and creativity together with the Standing Committee of the City People’s Council to successfully carry out the assigned tasks, contribute to successfully fulfilling the objectives set out in the resolutions of the city People’s Council in 2024 and throughout the term.

At the session, the Ho Chi Minh City People’s Council also elected Ms. Pham Khanh Phong Lan, Director of the Ho Chi Minh City Department of Food Safety as a member of the Ho Chi Minh City People’s Committee. The deputies approved the decision to stop the position of member of the Ho Chi Minh City People’s Council of the 10th term for Deputy Tô Thị Bích Châu – former member of the Permanent Board of the Ho Chi Minh City Party Committee, former Secretary of District 1 Party Committee – as she was transferred to work (holding the position of Deputy Chairman of the Central Committee of the Vietnam Fatherland Front). At the same time, they relieved the position of Deputy Head of the Cultural and Social Affairs Board of the 10th term of the Ho Chi Minh City People’s Council from Ms. Tran Hai Yen as she was reassigned to be the Deputy Permanent Secretary of the District 11 Party Committee.

157 billion VND for the landscape improvement project in front of Ben Thanh Market

At the 14th session, the Ho Chi Minh City People’s Council adopted a resolution on the investment policy for the landscape improvement project in the area in front of Ben Thanh Market with a total investment of 157 billion VND from the state budget. The total renovation area is 45,835 m2. The implementation period is from 2024 to 2026.

The project aims to comprehensively improve the landscape in the area in front of Ben Thanh Market into a new square space, meeting the public activities of the central area, the public transportation hub – central railway station, connecting traffic types, economic and social activities in the area. At the same time, it preserves the historical, cultural value, typical image, and architectural landscape of Ben Thanh Market, ensuring the harmony of road traffic and public transportation systems in the context of new development.

Mr. Tran Thanh Lam holds the position of Deputy Secretary of the Ben Tre Provincial Party Committee

On March 14, Ben Tre Provincial Party Committee held a conference to implement the decision of the Central Party Committee about personnel work.

The conference was attended by Mr. Nguyen Trong Nghia – Party Central Committee member, Head of the Central Committee’s Propaganda Department; Mr. Mai Van Chinh – Party Central Committee member, Deputy Head of the Central Committee’s Organization Committee; Mr. Lai Xuan Mon – Party Central Committee member, Deputy Head of the Central Committee’s Propaganda Department; Mrs. Ho Thi Hoang Yen – Ben Tre Provincial Party Secretary, Chairman of Ben Tre Provincial People’s Council – together with the leaders of central and local agencies.

At the conference, Mr. Mai Van Chinh announced the decision of the Central Party Committee to assign Mr. Tran Thanh Lam – Deputy Head of the Central Committee’s Propaganda Department – to participate in the Executive Committee, Standing Board, and hold the position of Deputy Secretary of the Ben Tre Provincial Party Committee for the 2020-2025 term.

In his speech on the assigned tasks, Mr. Nguyen Trong Nghia appreciated Mr. Tran Thanh Lam’s basic training and his work experience in many positions from grassroots to the Central Youth Union, the press, the Central Committee’s Propaganda Department. The Central Party Committee considered the decision to relieve him from the position of Deputy Head of the Central Committee’s Propaganda Department and assign him to participate in the Executive Committee, Standing Board and hold the position of Deputy Secretary of the Ben Tre Provincial Party Committee for the 2020-2025 term.

In his acceptance speech, Mr. Tran Thanh Lam promised to always make efforts, strive, continuously improve his political competence, maintain moral qualities, and a transparent lifestyle, and strictly implement principles in the organization work and Party building… At the same time, he will work together with the Standing Board, Executive Committee of the Ben Tre Provincial Party Committee to increasingly develop the province, successfully implement the objectives of the 11th Provincial Party Congress and the 13th National Party Congress resolutions.

On the same day, in Ho Chi Minh City, Mr. Lại Xuân Môn – Party Central Committee member, Deputy Head of the Central Committee’s Propaganda Department – presented the decision of the Central Committee’s Propaganda Department on appointing Mr. Pham Quy Trong, Head of the Journal Editorial Division of the Central Committee’s Propaganda Department, as Deputy Department Head, Deputy Head of the Southern Region Office of the Central Committee’s Committee.
