Hanoi aims to achieve over 7.1 million square meters of residential floor area by 2024

Hanoi is targeting a total floor area of approximately 7.147 million square meters for housing by 2024, with a development target of nearly 2.7 million square meters for project-based housing.

According to the Hanoi City Development Plan for 2024 recently issued by the municipal People’s Committee, the average housing area per capita in the entire city in 2024 is expected to reach 28.8 square meters per person, based on the average target achieved in 2023 (28.6 square meters per person) and the ability to complete housing construction investment projects in the city in the last months of 2024.

The total floor area of housing in 2024 is planned to reach about 7.147 million square meters, of which the target for developing individual housing is about 4.5 million square meters, and the target for developing housing through projects is about 2.685 million square meters (including approximately 2.573 million square meters of commercial housing, approximately 0.078 million square meters of social housing, and approximately 0.034 million square meters of resettlement housing).

To achieve these targets, one of the solutions proposed by the city is to focus on reviewing and studying policy mechanisms to guide and address difficulties and obstacles in the implementation of slow-developing urban projects, as well as encourage and support housing construction investment projects in the city.

At the same time, it is necessary to clarify the responsibilities of investors and organizations in implementing projects on schedule and synchronizing technical and social infrastructure, as well as resolutely handle and recover projects that are slow in implementation to create momentum for the development of a healthy real estate market.

In terms of social housing development, the city will expedite the approval process for investment projects in independent social housing and concentrated social housing, serving the selection of investors through bidding.

Efficient use of proceeds from 20% and 25% land fund values in commercial housing and urban projects for investment in social housing after receiving guidance from the Ministry of Construction; continue to review and determine the demand for social housing and housing for workers in industrial zones in the city.

In terms of resettlement housing development, the city is implementing the direction of the Municipal Party Committee on the mechanism of repurchasing commercial housing fund and piloting a mechanism to ensure the feasibility and effectiveness of meeting the demand for resettlement housing in the near future.
