Massive Projects About to Commence

Noteworthy in 2024, the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Highway project will be invested in under the public-private partnership (PPP) model with a total investment of about VND 17,408 billion and expected to commence construction this year.

To ensure the right investment progress, Binh Duong provincial People’s Committee has assigned the Project Management Board of provincial transport infrastructure investment to act as the investor of the component 1 clearance project. Accordingly, it is expected to hand over at least 50% of the cleared site to implement the construction of the first component tenders by the second quarter of 2024. The first highway crossing Binh Duong is expected to be completed in 2027.

The Ho Chi Minh City Ring Road 4 section from Thu Bien Bridge – Sai Gon River (phase 1) is divided into 2 component projects including component project 1, which is the clearance for the Ho Chi Minh City Ring Road 4 section from Thu Bien Bridge – Sai Gon River, and component project 2, which is the investment for the construction of the Ho Chi Minh City Ring Road 4 section from Thu Bien Bridge – Sai Gon River (phase 1) under the PPP format.

Accordingly, Binh Duong provincial People’s Committee issued Decision No. 2865/QD-UBND to allocate capital plan for the Ho Chi Minh City Ring Road 4 section from Thu Bien Bridge – Sai Gon River (phase 1) project with VND 7,500 billion. Currently, the project is carrying out piling and design zoning for land clearance implementation. It is expected to approve the component projects in March 2024. The cleared land is expected to be handed over, at least 50% in the second quarter of 2024, 70% in the third quarter of 2024, and complete the entire land clearance in 2024. The project will commence construction in the second quarter of 2024 and be put into operation from the fourth quarter of 2026.

The key project Ho Chi Minh City Ring Road 3 section passing through Binh Duong province with a total length of 26.6 km and an investment level of VND 19,280 billion has been started in 2023, and until now, the component tenders are being expedited urgently.

According to Mr. Tran Hung Viet, Director of the provincial Transport Department of Binh Duong, the implementation progress of the key projects is being expedited according to the general progress of the entire project. Specifically, the construction of the Ho Chi Minh City Ring Road 3 project package 2 units have arranged work during Tet holiday to ensure the progress as required by the investor.

According to representatives of the provincial Department of Natural Resources and Environment of Binh Duong, to meet the material sources for the Ho Chi Minh City Ring Road 3 project, the province has invited mining enterprises to supply construction materials, as well as to register the specific quantity. There have been 6 units registered with a quantity of 540,000 m3 of sand, and 8 units registered with 1.83 million m3 of various construction stones and filling earth; the remaining is 1.4 million m3 of filling earth to be included in the covering soil layer of stone mines.

The Ho Chi Minh City Ring Road 3 route passing through Binh Duong province consists of two component projects, including component project 5 (Tan Van interchange and Binh Goi bridge) with a total investment of VND 5,752 billion, and component project 6, which is compensation, support and resettlement with a total investment of over VND 13,527 billion. According to the design, the project’s investment scale includes 8 high-speed lanes with two parallel roads and corridors for arranging green trees, and technical infrastructure works. When completed, the road is designed to have a speed of 100 km/h. This is a key transport project that Binh Duong province prioritizes for investment and construction to meet the province’s development needs in the coming time.

During the first working days after the Lunar New Year holiday, Vo Van Minh, Chairman of the Binh Duong Provincial People’s Committee, requested departments, committees, sectors, and localities to focus on coordinating and implementing the steps in accordance with the plan and unified contents discussed in the working session to ensure the common progress of the key transport projects to be implemented as scheduled. At the same time, he requested the establishment of a project steering committee at the local level to coordinate and direct snag removal promptly during the process of implementing the project at the grassroots level, so as not to delay the project progress.

According to the provincial leadership, in recent years, the province has always paid great attention to developing transport infrastructure. Since 1998, the People’s Committee of Binh Duong province has assigned the Investment & Industrial Development Corporation Becamex IDC to implement the investment project to upgrade National Highway 13 under the build-operate-transfer (BOT) method. This is the province’s first key road with a length of 68.5 km from Vinh Binh Bridge (bordering Ho Chi Minh City) to Tham Rot Bridge (bordering Binh Duong province), a 6-lane concrete asphalt boulevard that is sturdy, luxurious, and modern. The construction of key connecting roads such as National Highway 13 has been a breakthrough that has helped Binh Duong transform quickly, from purely agricultural land to a province known as the “industrial capital” – a large production center of the whole country.

Today, with rapid economic growth and increasing population in the system of industrial zones, attracting more than 4,000 foreign-invested projects with over USD 40 billion poured into Binh Duong, upgrading transport infrastructure to meet the demand for cargo transportation as well as urban development is the top priority task in this locality. Binh Duong is now not only a destination for domestic investors but also attracts the attention of foreign investors. Therefore, having a modern and efficient transportation system not only helps to promote economic growth but also ensures an increasingly favorable investment environment.

Key transport projects in Binh Duong solve issues related to site clearance and compensation for affected households by the transport projects passing through. The determination of the local government is to ensure that all people benefit from the infrastructure development.
