February 2024: Which province is allowed to sell “paper houses”?

In February 2024, statistics from the local Construction Department revealed that there are four provinces in Vietnam, namely Da Nang, Nghe An, Quang Ninh, and An Giang, which have announced future residential projects eligible for sale.

Da Nang 2 projects

In early February, the Department of Construction of Da Nang announced that 1 commercial residential apartment in the future development project The Filmore is eligible for sale under regulations (batch 17).

Accordingly, The Filmore project has 88 qualified apartment units for sale in the future after 17 batches.

The project, led by Filmore Real Estate Development Joint Stock Company, is located in lot B1-1-8, zone B1-1, Binh Thuan Ward, Hai Chau District, Da Nang City. It consists of 25 above-ground floors and 3 basement floors, including 206 apartments with an area of 0.15 hectares.

By January 2024, the project has completed the exterior and is in the process of finishing the interior. It is expected to be handed over in May 2024.

According to research, the price of apartments in this project can reach up to 100 million VND per square meter. With a size ranging from 48 – 125 square meters per unit, the estimated price for each unit falls between 4.8 – 12.5 billion VND.

Also in February, the Department of Construction of Da Nang announced that 7 future-formed apartments in the Asiana housing project (commercial name Shizen Nami, previously known as Asiana Da Nang) are eligible for sale under regulations (batch 3).

Shizen Nami has 79 qualified apartment units for sale in the future after 3 batches.

Shizen Nami, started in 2021, is located on Nguyen Tat Thanh Street, Hoa Hiep Nam Ward, Lien Chieu District. It is developed by Asiana Paramount Real Estate Joint Stock Company, a subsidiary of Gotec Land Real Estate Group.

The project covers an area of 4,309 square meters and consists of 2 towers, each with 34 above-ground floors and 3 basement floors, totaling 487 apartments.

According to research, the expected selling price for Shizen Nami apartments is between 65 – 70 million VND per square meter. With a size ranging from 54 – 108 square meters per unit, the estimated price for each unit falls between 3.5 – 7.5 billion VND.

Nghe An 1 project

On February 20, the Department of Construction of Nghe An province announced the eligibility for sale of residential houses formed in the future for 26 lots of low-rise residential area (shophouse) in the south of 72m Road, Nghi Phu Commune, Vinh City (batch 1). The project is led by Gia Thinh General Investment and Commercial Joint Stock Company.

The project was approved for investment by the Provincial People’s Committee of Nghe An in September 2017, and the detailed planning at a scale of 1/500 was approved in July 2020.

From March 2019 to February 2021, the Department of Natural Resources and Environment of the province issued a certificate of land use rights for 28 lots of land in the project to Gia Thinh. However, Gia Thinh is currently using 2 mortgaged plots, while the remaining 26 plots meet the conditions for future housing sales as mentioned above.

Quang Ninh 1 project

On February 05, 2024, the Department of Construction of Quang Ninh province announced the eligibility for sale and lease-purchase of 538 houses formed in the future in the Sông Uông Villa Project (commercial name TNR Grand Palace River Park) in Quang Trung Ward and Trung Vuong Ward, Uong Bi City, led by My Real Estate Joint Stock Company.

The project was approved for investment by the Provincial People’s Committee of Quang Ninh in July 2020, and the detailed planning at a scale of 1/500 was approved in March 2021.

In December 2020, the Provincial People’s Committee of Quang Ninh recognized the auction result for land use rights to implement the project by My Real Estate Joint Stock Company. By May 2021, the Department of Natural Resources and Environment issued a certificate of land use rights and ownership of houses and assets attached to the land in the project to My Real Estate.

The project has a total investment of over 1,000 billion VND (excluding site clearance costs). It is expected to develop synchronized technical infrastructure for the urban area and construct the structure and finish the exterior of 582 villas on an area of 320,167 square meters.

An Giang 1 social housing project for sale

On February 23, the Department of Construction of An Giang province announced the sale of 131 social housing apartments in the Golden City An Giang project (Tower T3 – T4, Batch IV).

The Golden City An Giang project is located in My Hoa Ward, Long Xuyen City, An Giang Province, led by Dong A Service and Trading Joint Stock Company.

According to the developer’s website, the project covers a total area of 48.92 hectares and includes shophouses, townhouses, villas, and social housing. Tower T3 – T4 has a land area of over 8,170 square meters, a scale of 10 above-ground floors and 1 basement floor, and a total of 584 apartments with sizes ranging from 35.4 – 67 square meters.

The estimated selling price according to the Notice No. 2996/SXD-QLN&HTKT dated August 22, 2022 of the Department of Construction of An Giang is nearly 12.9 million VND per square meter (including 5% VAT, excluding maintenance costs as regulated). With a size ranging from 35.4 – 67 square meters per unit, the estimated price for each social housing unit is between 456 – 864 million VND.

Also in February, Dong Nai province announced the upcoming sale of more than 400 social housing apartments in the project located in Bao Vinh Ward, Long Khanh City.

The social housing project in Bao Vinh Ward started in September 2020 and is developed by Thanh Thang Construction and Design Consulting Co., Ltd. So far, phase 1 of the project has completed 201 out of 1,054 social housing units and 78 out of 134 commercial apartments. Phase 2, consisting of 391 apartments, has completed the foundation and some are in the process of finishing construction. The investor is expected to receive housing purchase applications from customers in the first quarter of 2024.
