Thai Nguyen to have new industrial zone worth nearly 4,000 billion VND

Recently, Deputy Prime Minister Le Minh Khai signed Decision No. 225/QD-TTg on March 7, 2024, approving the investment policy for the construction and operation of the infrastructure of Song Cong II Industrial Park Phase 2, in Thai Nguyen province (the Project).

The investor of the Project is Viglacera Thai Nguyen Joint Stock Company.The project is implemented in Ba Xuyen and Tan Quang communes, Song Cong City, Thai Nguyen province (including Zone 1 and Zone 2), in which:

– Zone 1: with a scale of 175.52 hectares located on the administrative boundary of Tan Quang commune and a part of Ba Xuyen commune, Song Cong City.

– Zone 2: with a scale of 120.72 hectares located on the administrative boundary of Ba Xuyen commune and a part of Tan Quang commune, Song Cong City.

The project is implemented within a maximum of 36 months from the date of land handover by the State, with a total investment capital of 3,985.47 billion VND. Among them, the investor’s contribution is 597.82 billion VND.

The Ministry of Planning and Investment is responsible for the appraisal of investment project decision approval and state management of industrial parks in accordance with the provisions of the Investment Law and related laws.

Related ministries and agencies are responsible for the appraisal of investment project decision approval within their functions and tasks in accordance with the provisions at Point d, Clause 3, Article 69 of the Investment Law and related laws.

Competent authorities and persons are responsible for the decision approval, appraisal, or settlement of other related procedures regarding investment activities; they are not responsible for the content that has been approved, appraised, or settled by other competent authorities according to the provisions at Clause 3, Article 6 of Decree No. 31/2021/ND-CP.

The People’s Committee of Thai Nguyen province ensures the accuracy of information, report data, and appraisal content in accordance with the provisions of the law; the compatibility of the Project with approved plans; and the absorption of opinions from ministries and agencies.

Ensuring the conditions for changing the land use purpose, especially for paddy fields during the process of land leasing, allowing the change of land use purpose to implement the Project; having a plan to supplement the land area or increase the efficiency of using other paddy fields to compensate for the converted paddy fields in accordance with the provisions at Clause 1, Article 134 of the Land Law; properly implementing the provisions on compensation, support, and resettlement when the State recovers land.

The People’s Committee of Thai Nguyen province directs the Management Board of provincial industrial parks and relevant agencies to inspect and supervise the implementation of the investor’s commitments regarding investment in industrial park infrastructure in accordance with the provisions of Decree No. 35/2022/ND-CP dated May 28, 2022, of the Government on industrial park and economic zone management…

Viglacera Thai Nguyen Company (investor) is responsible for the legality, accuracy, and truthfulness of the project dossier and documents sent to competent state authorities.

Viglacera Thai Nguyen Company is only allowed to implement the Project after: (i) the conversion of paddy fields to implement the Project is approved by competent authorities in accordance with the provisions of the land law, land use management, and the payment of an amount to protect and develop paddy fields in accordance with the provisions at Clause 3, Article 134 of the Land Law and Article 45 of Decree No. 43/2014/ND-CP dated May 15, 2014, of the Government detailing and guiding the implementation of some articles of the Land Law; (ii) having an approved replacement afforestation plan or after completing the obligation to pay for replacement afforestation in accordance with the provisions at Clause 4, Article 19 of the Forestry Law…

According to the provincial plan of Thai Nguyen for the period 2021 – 2030, vision to 2050, Thai Nguyen has a potential of over 6,000 hectares of land for industrial development (4,245 hectares for industrial park development, 2,057 hectares for industrial cluster development. Including the expansion of 11 industrial parks and 1 concentrated information technology industrial park; developing 41 industrial clusters).

With a total of 102.45 million smartphones produced in the province, accounting for 70.5% of the total smartphones produced in Vietnam, Thai Nguyen is the capital of smartphone production in Vietnam and also a leading center for Samsung phone production globally.
