Binh Duong sets start date for the construction of the Ho Chi Minh City Belt Road 4 project, costing over VND 18,000 billion.

Binh Duong province has set specific timelines to focus on the construction of the 48km section of the Ho Chi Minh City Ring Road 4 that passes through the province. The project has a total investment of over 18,000 billion VND.

On March 15, the representative of Binh Duong Provincial People’s Committee stated that Mr. Vo Van Minh – Chairman of the Provincial People’s Committee has just signed and issued the Plan for organizing the implementation of the investment project for the construction of the Belt Road 4 in Ho Chi Minh City, from Thu Bien Bridge to Saigon River (phase 1) under the public-private partnership (PPP) model.

The Chairman of the provincial People’s Committee assigned the Project Management Board of Investment and Construction of the provincial traffic project to urgently prepare a feasibility study report for component 1 of the project – land clearance for the Belt Road 4 in Ho Chi Minh City, from Thu Bien Bridge to Saigon River and submit it for appraisal and approval according to regulations.

For TCI Investment and Development Corporation and related units to complete the feasibility study report for component 2 of the project – the construction of the Belt Road 4 in Ho Chi Minh City, from Thu Bien Bridge to Saigon River (phase 1) according to the regulations of the Investment Law under the public-private partnership (PPP) model.

The completion of the approval of component projects in March 2024; land clearance and handover of at least 50% in the second quarter of 2024, 70% of the land in the third quarter of 2024 and complete all land clearance work in 2024; project implementation and strive to start in the third quarter of 2024; focus on basic construction completion in 2026 and put into operation from the fourth quarter of 2026.

According to the plan, the schedule for Component Project 1: The investor proposes to organize the preparation of a design profile for land clearance within the construction scope of component 2 of the project and submit it to the Department of Transport for appraisal and to the provincial People’s Committee for approval.

The Project Management Board of Investment and Construction of the provincial traffic project is responsible for implementing compensation, support, and resettlement work in the project preparation phase and preparing the feasibility study report for Component Project 1 according to regulations based on the approved land clearance diagram and each stage of the project (depending on the technical complexity of each section) to carry out compensation, support, and resettlement work.

Regarding the schedule for Component Project 2: Prepare, submit for appraisal and approval of feasibility study reports; select investors under the public-private partnership (PPP) model; expected commencement of construction on July 10, 2024; organize and implement construction from the third quarter of 2024 to the fourth quarter of 2026.

The construction process should focus on directing and urging contractors and investors to accelerate the construction progress and closely coordinate to resolve difficulties and obstacles in the construction process to ensure the basic completion of the project in November 2026 and put it into operation from December 2026.

Functional forces determine the project’s boundary

The Belt Road 4 in Ho Chi Minh City will pass through many roads in Binh Duong Province, with an investment capital of nearly VND 18,300 billion (excluding interest) and the recovery of nearly 420 hectares of land. The starting point is located at the connection between the Belt Road 4 in Ho Chi Minh City and Thu Bien Bridge in Thuong Tan Commune (Bac Tan Uyen District, Binh Duong Province). The end point is in front of Phu Thuan Bridge in An Tay Commune (Ben Cat Town). The total length of the project in Binh Duong is about 47.85 km.
