On March 17, the Ho Chi Minh City Police broke up and arrested Vo Ngoc Ha Quyen (born 1975) on charges of “Fraudulently misappropriating property.”
Ms. Vo Ngoc Ha Quyen specializes in buying and selling real estate in Ho Chi Minh City. The defendant created the appearance of wealth, specializing in buying and selling high-value real estate, living in luxury villas, driving luxury cars to connect with financially capable individuals.

Quyen repeatedly borrowed money from the victims, initially fully repaying the principal and interest, then calling for capital contributions to buy high-value properties in central Ho Chi Minh City or mobilizing funds to repay bank loans.
After investigating the actual value of the houses, the defendant provided information about lower buying and selling prices compared to the real value to make the victims feel that the price is cheap, agree, and transfer capital contributions.
As for the method of mobilizing funds to repay bank loans, Quyen offered a high-interest rate to exploit the victims’ greed. After receiving the money, she only used a part to make a deposit to buy real estate, not for the purpose of repaying the bank loans, and spent the rest for personal purposes.

The Ho Chi Minh City Police determined that from 2019 to 2021, Quyen misappropriated the amounts of Mr. NVH (residing in Binh Thanh District), Ms. NTB (residing in Thu Duc), Ms. NTD (residing in Hoc Mon District), Mr. PNV and Mrs. DTR; Mr. DVM (all residing in Tan Binh District) totaling over 80 billion VND.
Currently, the Ho Chi Minh City Police are continuing to investigate and expand to clarify the full extent of Vo Ngoc Ha Quyen’s criminal activities and related individuals; clarifying the nature and extent of the case to prosecute rigorously and strictly according to the provisions of the law.
