FLC Quy Nhon Super Project Unexpectedly “Revives” While FLC Lux City Quy Nhon Complex Is Suddenly Ordered to Suspend Business

In 2016, the FLC Quang Binh project was expected to be the largest resort and real estate project in Central Vietnam. However, after many years of being shelved, this project has suddenly seen a new development.

Since March 2022, when the Chairman of FLC Group, Trinh Van Quyet, was arrested, a series of projects of FLC Group have been suspended, and some projects have subsequently had their research plans revoked. The FLC Quang Binh super project with a scale of 2,000 hectares is also among those suspended.

However, in early April 2023, the news that FLC Quang Binh was being re-implemented surprised many people and made them secretly happy because after 2 years of inactivity, the project had shown the first signs of revival.

FLC Quang Binh started construction on April 13, 2024.

It is known that the FLC Quang Binh project has a total investment of up to VND 20,000 billion, which was started in 2016. The project is planned to be divided into 3 functional sub-areas, including: SeaHorse, Sea Pearl and SeaStar; with a series of items such as: 6-star adjacent hotel and villa area, shophouse, mini hotel, film studio; golf course complex, international conference center, series of coastal entertainment and recreation areas.

From March 2016, FLC Quang Binh has vigorously implemented the construction of infrastructure for the hotel project, resort and the largest golf course complex in Southeast Asia in phase 1 on a land fund of 2,000 hectares. In phase 2, FLC Quang Binh has basically completed the infrastructure and put into construction the housing items, villas and built an international conference center. Up to now, after nearly 8 years of implementation, the FLC Quang Binh project has put into operation only 2 36-hole golf courses and completed some model villas by the sea. The rest is the scene of desolation and ruin of many unfinished construction works, along with the immense empty space that makes anyone who witnesses it regret and feel sorry for.

While the FLC Quang Binh investor was nurturing hopes, the functional urban area project FLC Lux City Quy Nhon suddenly announced a temporary suspension of business, which made many people worried.

Accordingly, on April 22, the leaders of the Quang Binh province economic zone Management Board sent a document to Binh Dinh Investment Development JSC (the investor of the FLC Lux City Quy Nhon Functional Urban Area project) announcing the cancellation of 2 documents of the board regarding the conditions of the real estate formed in the future to be put into business at the FLC Lux City Quy Nhon Functional Urban Area project.

Previously, in 2018, the Quang Binh province economic zone Management Board issued the above 2 documents. Later, after reviewing the project’s progress, Binh Dinh province’s competent authorities found that the project was behind schedule, the technical infrastructure items had not yet been invested in a synchronous manner according to the plan and had shown signs of degradation, leading to many complaints, complaints affecting the investment environment in Nhon Hoi Economic Zone (Binh Dinh).

The Binh Dinh province economic zone Management Board then requested the investor to provide relevant documents and records, but the investor still deliberately did not do so, nor did it provide any feedback.

In an exchange with Thanh Nien, the leader of the Binh Dinh province economic zone Management Board confirmed that the FLC Lux City Quy Nhon Functional Urban Area project had been temporarily suspended from doing business until the items required by the Binh Dinh province competent authorities are implemented before being allowed to resume business.
