The meeting was attended by Deputy Prime Minister Tran Hong Ha, Minister of Industry and Trade Nguyen Hong Dien, Minister-Chairman of the Government Office Tran Van Son, Deputy Minister of Defense Le Huy Vinh, and leaders of ministries, agencies, and the provinces of Nghe An and Ha Tinh, as well as the Vietnam Electricity (EVN) and the National Power Transmission Corporation (EVNNPT).
The 500 kV power transmission line Project, with a total length of approximately 519 km and a total investment of VND 22,356 billion, comprises four components: Quang Trach-Quynh Luu, Quynh Luu-Thanh Hoa, Thanh Hoa-Nam Dinh 1 Thermal Power Plant, and Nam Dinh 1-Pho Noi. The construction of these components commenced in October 2023 and January 2024.
DETERMINATION TO COMMISSION BEFORE AUGUST 31
According to reports from EVN and EVNNPT, as of now, all foundation piles and transmission line routes have been handed over, and the supply of materials and equipment (steel poles, conductors, insulators, and accessories) has been completed and delivered to the construction contractors. In terms of construction, 1,177 out of 1,177 foundation piles have been cast, 1,159 out of 1,177 poles have been erected (achieving 98.5%), and 321 out of 513 spans have been strung (reaching 62.5%).
EVN is also coordinating with the provinces of Ha Tinh and Nghe An to carry out procedures for changing the purpose of forest use under the recently issued Decree 91 and the guidance of the Ministry of Agriculture and Rural Development.
Regarding the three remaining projects, EVN/EVNNPT and the project management boards have requested the contractors to establish detailed construction schedules and concentrate all resources to expedite the remaining work to complete and commission the projects before August 19, 2024, for the Nam Dinh I-Pho Noi and Quynh Luu-Thanh Hoa projects, and before August 31, 2024, for the Quang Trach-Quynh Luu project. Mr. Dang Hoang An, Chairman of EVN, added that the corporation strives to commission the entire project before August 25, 2024.
According to the reports and opinions at the meeting, the tasks have been relatively well implemented, with a significant volume of work completed. However, there are still some challenges to be addressed, mainly in the two provinces of Nghe An and Ha Tinh, where the implementation faces the most difficulties.
The reports and opinions also pointed out some difficulties regarding manpower for wire stringing and weather conditions, along with proposed solutions.
Regarding manpower for wire stringing, the specialized nature of the work requires laborers with relevant expertise and good health to work at heights, with intense physical demands, continuously for multiple days, in harsh weather conditions. Moreover, the tight schedule, short construction period, and large simultaneous volume of work across the projects pose additional challenges.
EVN/EVNNPT has implemented several solutions, such as maximizing the mobilization of manpower from the power transmission companies under EVNNPT to support the project (with a current supporting force of about 1,200-1,500 people, equivalent to 60 teams for pole erection and wire stringing), and instructing the contractors to calculate and rotate skilled and healthy laborers appropriately according to the actual workload at each span to ensure continuous progress on the construction site.
Additionally, they have instructed all contractors currently working on pole erection and wire stringing at other projects to redeploy their manpower and equipment to these projects; contacted Military Zone 4 to request support in transporting materials, equipment, insulators, and accessories, as well as wire stringing in the three provinces of Thanh Hoa, Nghe An, and Ha Tinh; closely monitored occupational safety; and coordinated with the Vietnam General Confederation of Labor, local authorities, and communities to regularly care for and motivate the physical and mental well-being of the workers on the construction site.
To overcome the adverse weather conditions, EVN/EVNNPT and the contractors are implementing various solutions, such as taking advantage of favorable weather windows to transport materials and equipment to the construction sites, adjusting the daily work schedule based on actual weather conditions, providing on-site accommodations and meals for workers, and maximizing the utilization of available manpower, with the determination to complete the remaining projects on schedule.
GREATER DETERMINATION IN THE FINAL STRETCH
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized the government’s keen attention to ensuring sufficient electricity supply for the country’s development. In this context, the 500 kV power transmission line Project, with a double-circuit system and a transmission capacity of approximately 2,400 MW, will contribute to increasing electricity supply to the North in 2025 and subsequent years.
The project holds special significance in enhancing the transmission capacity of the national power system, ensuring proactive and flexible direction and administration, balancing electricity supply between regions, and guaranteeing national energy security, thereby meeting the electricity demands of production, business, and consumption.
With a total length of approximately 519 km, passing through nine provinces, and featuring the tallest tower at 145 meters and the heaviest tower at 415 tons, the project faces challenging construction conditions, including harsh weather variations such as cold and rainy winters, hot summers, and storms and floods, especially in the central region, known for its extreme weather. Additionally, the project traverses challenging terrain.
The Prime Minister acknowledged, commended, and welcomed the determination, unity, and effective participation of the political system of the localities, including the secretaries, chairmen, authorities, public security and military forces, social and political organizations, and the media; the consensus and support of the people along the project route; and the high determination, great efforts, decisive actions, focus, and close supervision of the construction sites by EVN, EVNNPT, contractors, engineers, and workers, resulting in the completion of a significant volume of work at a rapid pace.
“Although the remaining work is not extensive, it is the most challenging part. Therefore, relevant agencies, units, localities, and forces must demonstrate even higher determination, make greater efforts, work more decisively, and focus more on the final stretch with the goal of completing the project before September 2, 2024, and organizing the inauguration on the occasion of the National Day holiday,” the Prime Minister emphasized.
The Prime Minister instructed a thorough review and clear delegation of tasks, responsibilities, timelines, progress, outputs, and outcomes, emphasizing the spirit of “only discussing how to do it, not whether to do it,” “overcoming sunshine and rain, and never losing to wind and storms,” working continuously 24/7 whenever possible, in “3 shifts and 4 teams,” “eating hastily and sleeping urgently,” and coordinating closely and effectively among agencies, units, localities, and forces with the spirit of “once deployed, must be victorious.”
EVN was assigned to continue taking the lead in coordinating with localities, Military Zone 3, Military Zone 4, youth, women, and veteran forces to implement specific tasks. In localities where the work has been completed, EVN should focus on environmental restoration and continue to care for and stabilize the livelihoods of affected people who have been relocated to give way to the project, ensuring that no one is left without housing, food, or clothing, and that their new living conditions are better or at least equal to the previous ones.
Assigning specific tasks, the Prime Minister directed the Ministry of Industry and Trade to continue taking the lead in coordinating with relevant agencies to regularly inspect, supervise, and promptly address difficulties and obstacles, as well as conduct acceptance procedures in accordance with legal regulations.
The Ministry of National Defense was instructed to direct Military Zone 3 and Military Zone 4 to coordinate with EVN in reviewing and mobilizing technical forces, machinery, equipment, and manpower to support the construction. The Ministry of Agriculture and Rural Development was tasked with providing further guidance on adjusting the purpose of forest use in accordance with regulations. The Ministry of Natural Resources and Environment was assigned to provide guidance on environmental protection and ensure environmental restoration upon the project’s completion. The Ministry of Home Affairs was requested to coordinate with ministries, sectors, and localities to propose appropriate and worthy commendations for all levels that have actively participated in the project’s implementation.
Localities were asked to continue providing manpower support, with the People’s Committees of Nghe An and Ha Tinh provinces closely coordinating with EVN and relevant agencies and forces to complete the remaining tasks. Local public security forces were instructed to ensure security and order at the construction sites.
The Prime Minister also requested the relevant agencies to conduct a comprehensive review and draw valuable lessons from the project’s implementation. Additionally, he instructed the media to continue promoting communication and publicity to create motivation and inspire ministries, sectors, localities, people, and businesses that are implementing key national projects, strategic breakthroughs in infrastructure development, and to maintain and promote the current development momentum, propelling the country’s rapid and sustainable progress.
