On February 19, the Office of the People’s Committee of Quang Ngai province announced that the Chairman of the People’s Committee had issued a decision to impose an administrative penalty of 330 million VND on Sinh Loc Production and Trading Co., Ltd. (Sinh Loc Company, Tinh An Tay craft village industrial cluster, Quang Ngai City) for violating environmental protection regulations by discharging wastewater with hazardous parameters into the environment exceeding the technical standards.
Specifically, at 13:30 on December 29, 2023, the inspection team of the Criminal Investigation Department for Corruption, Economic Crimes, Smuggling and Environmental Crimes (Quang Ngai provincial police) inspected compliance with environmental protection laws at the industrial microelectronics manufacturing plant belonging to Sinh Loc Company.

Here, functional agencies discovered that the company violated regulations on wastewater discharge containing hazardous parameters into the environment. The test results in the area of water flowing out from the biogas tank of the factory into the environment showed that the wastewater parameters contained Cyanua substance exceeding the prescribed standard by more than 21 times. For this violation, Sinh Loc Company was fined 150 million VND.
In addition, the company was also fined an additional 45 million VND for discharging wastewater with total nitrogen parameters exceeding the technical standard by 2,376 times, an additional 60 million VND for discharging wastewater with total suspended solids parameters exceeding the technical standard by 4,388 times, and 75 million VND for discharging wastewater with BOD (20 degrees Celsius) parameters exceeding the technical standard by 12,148 times. The total fine amount is 330 million VND.

In addition to the administrative penalty, the Chairman of the Provincial People’s Committee of Quang Ngai also required Sinh Loc Company to take measures to remedy the environmental pollution in accordance with the regulations in the environmental permit issued by the Quang Ngai City People’s Committee on September 13, 2023. Within 30 days, the company must take measures to remedy the consequences.
It is known that Tinh An Tay craft village industrial cluster currently has about 20 active factories and production facilities in industries such as paper, industrial wood, mechanical engineering, packaging, etc.
All wastewater from factories and production facilities, after being treated locally, is directly discharged into the submerged canal system, causing environmental pollution and seriously affecting the lives and production of the local residents.
