The Advisory Council on the Implementation of Resolution 98 has recently sent a document to the Ho Chi Minh City People’s Committee regarding some recommendations related to the implementation of Resolution 98/2023 by the National Assembly in Ho Chi Minh City.
Accordingly, the Advisory Council on the Implementation of Resolution 98 continues to support the construction of a comprehensive plan for a 200km urban railway system for Ho Chi Minh City to be submitted to the Politburo and the National Assembly for approval. This includes delegating decision-making authority to the city for component projects.

The 5 recommended mechanism groups include: A group of unprecedented mechanisms that delegates decision-making authority to Ho Chi Minh City for approval of each subproject. A group of financial mechanisms. A group of operational mechanisms. A group of mechanisms for developing industries that support urban railway transportation. A group of organizational and implementation mechanisms. |
For the 14 recommended mechanisms within the Urban Railway Project, the draft layout proposes organizing them into 5 groups to ensure a more focused and coherent approach, avoiding scattered proposals.
The Advisory Council on the Implementation of Resolution 98 suggests conducting further research into additional mechanisms and policies regarding human resource development, gradually meeting the management capacity requirements and organizing the implementation of the project before, during, and after its formation.
In addition, the Ho Chi Minh City People’s Committee proposes that the Government issue national standards for the urban railway system.
The Advisory Council on the Implementation of Resolution 98 assesses that the current state of state management capacity and the capacity of civil servants is an issue that needs improvement in the current context. Therefore, it recommends the swift and resolute implementation of the excellent public service foundation project.
At the same time, a workshop and seminar on “Challenges in enhancing the city’s public service capacity and solutions” are planned to be held in March 2024.
