Ready to transform into a district, Hanoi invests billions in a series of infrastructure projects

According to the urban planning, this is a centrally located urban area that has been developed and expanded from the inner city towards the north of Hanoi.

Dong Anh district is the northern gateway to the capital city of Hanoi, with 24 subordinate administrative units. This is where many arterial roads converge. In the district, there are 2 railway lines running through, which are the lines connecting the center of Hanoi with Thai Nguyen province and Lao Cai province. Especially, the district is 13km from Noi Bai International Airport – the commercial gateway to the world, which has created many advantages for Dong Anh to develop in all aspects of economy and society.

According to the Overall Plan for Socio-Economic Development of Dong Anh district until 2020 and vision to 2030, it is determined to build Dong Anh into a center of high-tech industry, financial and commercial services and international transactions on the northern bank of the Red River, playing a role as the driving force for development in the North of the capital.

The General Plan for Construction of Hanoi Capital until 2030 and vision to 2050 identifies Dong Anh as an expanded urban area from the inner city to the north of Hanoi with functions of commercial development, international transactions, high-tech industry, eco-tourism, entertainment associated with preservation and promotion of traditional cultural values of Co Loa relic, exploitation of the landscape of Thiep River and Van Tri lagoon; exhibition center, Hanoi commercial center (EXPO) and entertainment center of the city.

In the 12th session of the Hanoi People’s Council for the term 2021 – 2026, the resolution approving the establishment of Dong Anh district and the wards under Dong Anh district was passed.

“The establishment of Dong Anh district is consistent with the current development situation and urbanization rate of the district in recent years, establishing a legal basis for the establishment of a suitable urban government model, providing a foundation for Dong Anh to fulfill its administrative management tasks; consistent with the approved plans of competent levels”, affirmed Tran Dinh Canh, Director of the Hanoi Department of Home Affairs.

Billions of VND transportation projects

To prepare for the process of becoming a district, recently, Dong Anh has actively developed its infrastructure transportation system to connect with the capital region and the surrounding provinces. Many billion-VND roads are being urgently implemented, including:

– Road from Hoang Sa to Hanoi – Lao Cai railway, with a length of 3.7km, width of 50m, and total investment capital of 1,239 billion VND.

– Road LK50, section from old national highway 3 to Thu Lam road with a length of 5.9km, width of 50m, scale of 1,303 billion VND.

– Road LK54 connecting Nhật Tân resettlement area to LK53 road with a length of 3.8km, width of 40m, and total investment of 1,204 billion VND.

– Road LK51, section from new national highway 3 to Uy No road with a length of 5.7km, and total investment of 1,168 billion VND.

In the period from 2023 to 2028, Dong Anh will implement the construction of Vanh Dai 3 Road across the district with a length of 14.9km and a total investment of nearly 8,000 billion VND. The road is about 15km long, with its starting point located at the intersection of Hanoi – Thai Nguyen expressway and its final point connected to Vo Van Kiet street. According to the plan, the road will pass through 9 communes in Dong Anh, including: Lien Ha, Viet Hung, Uy No, Dong Anh town, Tien Duong, Van Noi, Nguyen Khe, Bac Hong and Nam Hong.

The total area to be recovered in the project area is 130.8 hectares, mainly agricultural land accounting for 95.4 hectares; urban land accounting for 9.7 hectares, rural residential land accounting for 0.7 hectares; transportation land accounting for 19.4 hectares… The total investment capital for compensation, resettlement support and implementation of site clearance for Vanh Dai 3 Road through Dong Anh district is 2,406 billion VND, in which the cost for compensation and support is 2,342 billion VND, and the cost for transportation infrastructure is 41 billion VND. As for the construction and implementation of the road, there will be a cross-section of 68m, with an expected total investment of 5,413 billion VND.

According to the plan, the project will be implemented in the period from 2023 to 2028, with the expected completion of the site clearance phase within 12 months.

In addition to the billion-VND transportation projects above, Dong Anh is also implementing a series of other projects such as Investment project for the construction of a regional road (NC-1) from Can Khe in the north to Tien Hung in Thanh Xuan district, Hanoi – Thai Nguyen railway. The road has a total length of 2.2km, with its starting point at Can Khe in the north, and its final point at the railway intersection of Hanoi – Thai Nguyen. The total investment capital of the project is 245 billion VND.

Or the road LK47 Nam Hong – Tien Duong, section from Vo Nguyen Giap to Vo Van Kiet with a length of 4.5km, width of 30 – 40m; with a total investment of 886 billion VND. The road from Nguyen Khe industrial zone to Phu Lien village, Bac Hong commune with a length of 3.8km, width of 25 – 40m, and investment of 662 billion VND. The road from Hanoi – Lao Cai railway to Dong Anh industrial zone with a length of 2.9km, width of 50m, and total investment of 601 billion VND…

At the conference on the implementation of site clearance for 8 projects in the district held recently on February 22, the People’s Committee of Dong Anh district said that it is necessary to strengthen propaganda work so that people can grasp the scale, purpose and significance of the project in order for people to actively cooperate in implementing site clearance work and soon implement the project according to the planned schedule.

These 8 projects include:

– Project for the construction of the district administrative center of Dong Anh

– Project for the construction of the QSD auction area for X2 land in Luong Quy hamlet, Xuan Non commune, Dong Anh district.

– Project for the construction of the QSD auction area for land in Dong hamlet, Viet Hung commune, Dong Anh district.

– Project for the construction of the science and technology center at point X3, Tho Da hamlet, Kim No commune, for land auction

– Project for the construction of the science and technology center in the QSD auction area in Trung Oai hamlet, Tien Duong commune.

– Project for the construction of the science and technology center in the QSD auction area in Viet Hung1 commune, Dong Anh district.

– Project for the construction of road from road pair A-B to parallel road along the canal, Kim Chung commune according to the plan.

– Project for the construction of the science and technology center in the X1 land area of Dia hamlet, Nam Hong commune, Dong Anh district, Hanoi to auction QSD land to create capital for investment in construction of second phase of NTM.
