Hanoi pushes forward with 16,000 billion VND project

Due to the delay in progress in package 3, the Project Management Board is currently undertaking procedures to terminate the contract with the construction contractor, An Xuan Thinh Trading Construction Joint Stock Company - Song Da 9 Joint Stock Company, striving to complete the contractor selection by 2024.

On the morning of February 28, Mr. Dinh Tien Dung, Member of the Politburo, Secretary of the Hanoi Party Committee, and Head of the Hanoi City National Assembly Delegation, conducted an inspection of the progress of the Yen Xa Wastewater Treatment System Project.

According to representatives of the Project Management Board for Technical Infrastructure and Agriculture (MBDA), the Yen Xa wastewater treatment system project has been implemented since 2019 and has simultaneously implemented the main packages of 4 tenders.

Regarding Package 1: Construction of the Yen Xa Wastewater Treatment Plant in Thanh Liet Commune, Thanh Tri District, with a capacity of 270,000 m3/day, the construction contractor is the Joint Venture JFE-TSK (Japan). Up to now, the main items have been basically completed, and the completion volume has reached about 97% of the contract.

Currently, the focus is on completing the internal road items, greenery, and fencing; Installing and completing the monitoring station and testing the trial operation of the equipment in the second quarter of 2024.

Package 2: Construction of the embankment system for the To Lich River and the main culvert (Contractor TEKKEN Company, Japan), construction time from March 2020 to March 31, 2025. The total length of the entire route is about 21,648m, with 106 pumping wells, inlet wells, and intermediate wells. Up to now, about 90% of the volume has been completed; 106/106 temporary pits have been completed (100%).

Package 3: Construction of the embankment system for the Lu River, with a total length of about 7,662m and 34 wells. The construction contractor is the Joint Venture An Xuan Thinh Trading Construction Joint Stock Company – Song Da 9 Joint Stock Company. Construction time is 31.5 months, from February 2020 to October 2022.

Due to the lack of progress, the Project Management Board is carrying out the procedures for terminating the contracts with the Contractors and making adjustments to the investment project’s principles, striving to choose the Contractor by 2024.

Package 4: Construction of the culvert system for part of the Ha Dong area and the new urban area, with a total length of 11,160m, 71 temporary pits, pumping wells, inlet wells, and intermediate wells, and a 2km drainage canal. Construction time is 31.5 months, from July 2019 to December 2022, by the construction contractor Joint Venture An Xuan Thinh Trading Construction Joint Stock Company – Song Da 9 Joint Stock Company.

Currently, the new volume has reached about 16%. To limit delays, the Project Management Board has reported to the City People’s Committee to allow an extension of the implementation time of Package 4, and has been approved. Currently, the Contractor is completing the legal documents, and it is expected to resume construction on Vu Trong Khanh Street in February 2024.

Mr. Keigo Hatta, the representative of Package 1 Contractor, Joint Venture JFE-TSK (Japan), said: Package 1 has completed 97% of the contract. Currently, it is focusing on completing some items. The package is facing some payment obstacles for items exceeding the Contract, and the parties are coordinating to discuss; At the same time, they are also waiting for wastewater to conduct trials. Therefore, Mr. Keigo Hatta hopes that the parties will cooperate to resolve obstacles, complete procedures to conduct trials as soon as possible.

Hanoi Party Secretary emphasized that urban wastewater treatment is one of the important indicators that must be completed to achieve the set target. By 2025, Hanoi must ensure that the urban wastewater treatment rate reaches 50-55% (currently, the rate of treated urban wastewater is 28.8%).

To meet this important target, the City needs to accelerate the progress and put wastewater treatment plants into operation; among them, the Yen Xa Wastewater Treatment System Project is a key project with a very large treatment capacity (270,000 m3/day).

“The Yen Xa project is not only significant in achieving the wastewater treatment target of the City but also contributes significantly to cleaning up important rivers in the Capital, such as To Lich River, Lu River, and Set River, as well as serving nearly one million people in the 6 inner districts and Thanh Tri District; At the same time, the project is also evidence of the close and traditional relationship of 50 years between Vietnam and Japan when it is still a project using ODA financing from JICA with the participation in design and direct construction by units and experts from Japan”, emphasized the Hanoi Party Secretary.

The Yen Xa Wastewater Treatment System Project aims to improve the living environment, natural ecosystems, and sanitation conditions in the central urban areas of the To Lich River, the Nhuệ River floodplain, and the Lu River basin.

The project includes construction investment content and scale, including: Construction of wastewater treatment plants with a capacity of 270,000m3/day; Construction of a collection culvert system, embankment culverts, and connecting system (along both sides of the To Lich and Lu rivers), the new urban area Ha Dong with a total length of about 52,621km, diameters ranging from 315mm to 2200mm. The project scale is the construction of a wastewater treatment system within an area of about 4,874ha.

The wastewater treatment plant is being constructed in Trang, Thanh, and Noi villages, Thanh Liet Commune, Thanh Tri District, with an area of about 13.8ha. Culvert lines, collection systems, and connecting culvert systems are being constructed along existing roads and roads in Ba Dinh, Cau Giay, Thanh Xuan, Dong Da, Hoang Mai, Ha Dong, and Thanh Tri districts.

The project has a total investment of over VND 16,000 billion, of which ODA loans account for nearly VND 14,000 billion, accounting for 84.14%, implementation period: 2013 – 2025.
