October Construction of Biên Hòa – Vũng Tàu Expressway Begins

The Project Manager of the Transportation Department in Ba Ria - Vung Tau Province stated that as of now, three localities where the Biên Hòa - Vung Tàu expressway project passes through, namely Vung Tau city, Long Dien district, and Ba Ria city, have completed the task of surveying and assessing the land, houses, and other assets affected and damaged by the project. The project is expected to commence in October 2024 according to the plan.

The highway connecting Bien Hoa – Vung Tau is divided into 3 component projects. So far, 2 component projects have been completed in the work of surveying for land clearance compensation, and 1 component project was just approved by the Provincial People’s Council on February 29, 2024, approving the investment policy.

Specifically, the highway connecting Bien Hoa – Vung Tau with a total length of nearly 16.5km is divided into 3 component projects.

The first project is the section from National Highway 56 (Ba Ria city) to Vung Van roundabout (Long Dien district) with a length of 6.71 km, with the scale of urban expressway and parallel road. The project was approved with a total investment of 6,700 billion VND; of which, the provincial budget allocates about 1,900 billion VND from the source of mid-term investment capital for public investment in the period 2021-2025. The remaining amount will be allocated after 2025.

The second project is the section from Vung Van roundabout (Long Dien district) to Vung Tau – Binh Thuan coastal road (DT 994) in Ward 12 (Vung Tau city) with a length of over 6.8km, with the scale of urban expressway and parallel road. Total approved budget is nearly 5,200 billion VND, of which the provincial budget allocates about 1,000 billion VND from the source of mid-term investment capital for public investment in the period 2021-2025. The remaining amount will be allocated after 2025. These projects are expected to be invested from 2023 – 2027.

The third project is the main axis road of Vung Tau (from the junction of coastal road Vung Tau – Binh Thuan (DT994) to the roundabout of road 51B,C Vung Tau city). The project has a total investment capital of nearly 2,000 billion VND, of which the total length is about 2.87km where the starting point is connected to the project of connecting road to Bien Hoa – Vung Tau highway (from Vung Van junction to coastal road DT994), the end point connects to road 2/9, Vung Tau city. It is planned to be implemented in the period 2024 – 2028 (this is the project that the 8th Provincial People’s Council approved on February 29, so Vung Tau city has not conducted survey).

Right after completing the survey of the 2 component projects of the highway connecting Bien Hoa – Vung Tau, the survey teams of the localities also transferred the dossiers to the People’s Committees of the communes, wards where the projects pass to determine the origin of the land to serve the compensation and support for the households.

This is the first step in implementing the project, which is the basis for settling compensation policies, land clearance and resettlement for the people before the competent authority issues a decision and announces land recovery.

In order to deliver the land to the investor for the construction of the connecting road to Bien Hoa – Vung Tau highway in July 2024, the localities also proposed the provincial People’s Committee to consider and direct the relevant agencies to strengthen human resources to assist in completing the work.

According to the Project Management Board of the Traffic Branch of Ba Ria – Vung Tau province, regarding the 2 component projects of the connecting road that 3 localities have completed the survey, there are 787 households, organizations, and units with land to be recovered to implement the project, with an area of ​​57.82 hectares. Specifically, Ba Ria city has 316 cases, with nearly 22 hectares; Long Dien district has 190 cases, with 31.66 hectares; and Vung Tau city has 281 cases, with 26.16 hectares.

According to the plan, it is expected that the highway connecting Bien Hoa – Vung Tau from National Highway 56 to Vung Van roundabout and from Vung Van roundabout to DT994 road will start construction in October 2024 and strive to put into operation in December 2026.
