Starting construction of railway connecting Hai Phong with Yunnan (China) before 2030

The Ministry of Transport has recently responded to the request of Hai Phong City regarding the investment in the development of a railway system connecting Hai Phong with Yunnan Province (China) and other target provinces and cities. This initiative aims to transform Hai Phong into a leading logistics center in both the country and the region.

According to the approved railway network plan, the Hai Phong City area will form a rail hub consisting of 3 railway lines in the future including: the existing Hanoi-Hai Phong line, and new railway lines Lao Cai-Hanoi-Hai Phong, Mong Cai-Ha Long (Quang Ninh)-Hai Phong-Thai Binh-Nam Dinh, connecting with the railway network of Vietnam and international border gates with railway connections (Dong Dang to Quang Tay (China); Lao Cai to Van Nam (China), etc.

Hai Phong City to form a rail hub

On February 28, 2023, the Politburo issued Conclusion No. 49-KL/TW on the orientation for the development of Vietnam’s railway transportation until 2030, with a vision to 2045 (Conclusion No. 49-KL/TW). Specifically, by 2030, efforts will be made to commence the construction of some lines connecting international seaports (Hanoi-Hai Phong, Bien Hoa-Vung Tau,…), international border gates (Hanoi-Lao Cai, Hanoi-Lang Son,…); by 2045, the entire railway line connecting with major transport hubs (seaports, industrial zones, economic zones), coastal railway and trans-Asian railway will be completed

In implementation of Conclusion No. 49-KL/TW of the Politburo and the deployment of the railway network plan, the Ministry of Transport has instructed the Project Management Board for railways to promptly implement the preparation of the feasibility study report for the Lao Cai-Hanoi-Hai Phong railway project, to submit to competent authorities for investment approval, and to strive to commence construction in the period of 2026-2030.

In addition, the Ministry of Transport has also instructed the Vietnam Railways Administration to cooperate with international organizations to carry out detailed planning for 2 railway lines (Hanoi-Dong Dang and Hai Phong-Ha Long-Mong Cai) to prepare for the investment of these projects.
