Revision of regulations for management of newly printed serial currency

The State Bank of Vietnam (SBV) has issued Circular 01/2024/TT-NHNN on management of series of new banknotes printed by the SBV.

This Circular regulates the management of newly printed series of banknotes issued by the SBV, from the time of series assignment, using series in the printing process, to when newly printed money is released into circulation.

Principles for printing and managing series during the printing process at printing and minting facilities

A series is a combination of 2 out of 26 letters (including: A, B, C, D, E, F, G, H, I, J, K, L, M, N, O, P, Q, R, S, T, U, V, W, X, Y, Z). A series consists of a primary series and a secondary series.

The primary series is the series used to print on banknotes in accordance with the annual quantity and structure of printed money.

The secondary series is the series used to print on banknotes to replace damaged banknotes.

The Circular specifies the principles for printing series during the printing process: For types of money announced for issuance by the SBV before 2003, the series consists of a series and a 7-digit natural number series printed from 0000001 onwards; for types of money announced for issuance by the SBV from 2003 onwards, the series consists of a series and an 8-digit natural number series, in which the two digits adjacent to the series are the last two digits of the year the banknote was printed, the next 6 digits are a natural number series printed from 000001 onwards, each banknote has a separate series.

Principles for managing series during the printing process at printing and minting facilities:

Printing and minting facilities shall print series of banknotes in accordance with the above principles. In the event that a damaged banknote is discovered after the series printing process, the printing and minting facility must use a banknote with a secondary series to replace it. The principles for using a secondary series to replace the primary series shall be implemented according to the regulations of the printing and minting facility; the printing and minting facility shall organize the storage and management of series information of each type of money (including the secondary series) to ensure the accuracy and completeness of the factors recorded on the seal of the envelope, package, bundle of newly printed money or other packaging methods prescribed by the SBV, including factors such as printing and minting facilities, type of money, series, year of production.

Management of new series of banknotes during the process of transferring and receiving money

The Circular regulates the management of newly printed series during the process of transferring and receiving money as follows:

Printing and minting facilities transfer newly printed money to the SBV (Issuing and Treasury Department); transfer and receive newly printed money between the Central Treasury; transfer and receive newly printed money between the Central Treasury and Trading Center and SBV branches; transfer and receive newly printed money between SBV branches.

The party transferring the newly printed money must make a list of the series of each type of money according to the regulations attached to the money transfer and receipt minutes or the delivery note.

The receiving party is responsible for checking and verifying the content of the list with the actual transfer and receipt; in case of detecting any errors, the receiving party must notify the transferring party to adjust accordingly, ensuring that it matches the actual transfer and receipt.

When transferring newly printed money from the Issuance Reserve Fund to the Issuance Business Fund at SBV branches and vice versa, the custodian of the transferring party shall make a list of the series of each type of money according to the regulations.

The custodian of the receiving party is responsible for checking and verifying the content of the list with the actual transfer and receipt; in case of detecting any errors, the receiving party must notify the transferring party to adjust accordingly, ensuring that it matches the actual transfer and receipt.

The list of series shall be signed by the custodian of the transferring party and must accurately reflect the following factors: Transferring party, receiving party, type of money, quantity, series, year of production, code of envelope, package, bundle of money or other packaging method prescribed by the SBV. This list shall be made in 2 copies, with each transferring and receiving party keeping 1 copy.

The Circular takes effect from May 14, 2024.
