Revised Headline: Vietnam Adjusts Electricity Supply Plan for 2024

Ministry of Industry and Trade amends the plan for providing electricity and operating the national power system in 2024.

The Ministry of Industry and Trade has adjusted the total electricity production of power plants (at the generator terminals) and the country’s total electricity imports in 2024 in Clause 1, Article 1 of Decision No. 3110 to 310.6 billion kWh, of which the dry season is 150.916 billion kWh and the rainy season is 159.684 billion kWh.

The total electricity production of power plants (at the generator terminals) and the country’s total electricity imports in the dry season peak months (April, May, June, July) in 2024 to reserve for operational management of electricity supply for the national power system in Article 1 of Decision No. 3376 has been adjusted to 111.468 billion kWh.

The Ministry of Industry and Trade requires the Vietnam Electricity Group (EVN) to announce and update the electricity supply plan for the dry season peak months and the whole year of 2024 to investors of power plants and related units so that the units can take the initiative in making plans to prepare suitable reserves for electricity production.

At the same time, the Ministry of Industry and Trade directs the National Power System Control Center, the National Power Transmission Corporation, power generation units, and distribution units to implement all solutions and prepare all the best conditions to ensure electricity supply in 2024, especially during the dry season peak.

The Ministry of Industry and Trade assigns EVN to review and update data, calculate and update the electricity supply plan and operate the national power system for the remaining months of 2024 on a monthly basis (especially during the dry season peak). In case of major fluctuations in load or electricity sources, EVN reports to the Ministry of Industry and Trade for appropriate adjustment.

Regarding the Vietnam Oil and Gas Group (PVN), the Vietnam National Coal-Mineral Industries Group (TKV), and the Northeast Corporation, the Ministry of Industry and Trade requires close coordination with investors of thermal power plants to ensure adequate, continuous, and suitably reserved supply of fuels (coal, gas, and oil) for electricity production.

The Ministry of Industry and Trade requires investors of thermal power plants to actively negotiate with fuel suppliers to agree on a fuel supply plan to ensure sufficient, continuous, and stable fuel demand for electricity production, in line with the electricity mobilization plan announced and updated by the National Power System Control Center.

In addition, the Ministry of Industry and Trade assigns the Departments of Industry and Trade of centrally-run provinces and cities to enhance coordination with local power corporations and power companies to strengthen the implementation of Prime Minister’s Directive No. 20 on promoting electricity saving in the 2023-2025 period and subsequent years; organize the monitoring of electricity saving at the local level.
