According to the 2022 Labor Force Survey Report by the General Statistics Office of Vietnam, among the 63 provinces and cities, Quang Ninh has the highest average working hours for salaried employees in the country. On average, Quang Ninh employees work 47.4 hours per week. Thai Binh ranks second, with an average of 46.7 working hours per week for local employees. With an average of 46.6 working hours per week, Binh Duong is the third province with the highest working hours in the country.

Meanwhile, in the centrally-run cities of Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, and Can Tho, the average weekly working hours for employees in these cities are 44.7 hours, 46 hours, 42.8 hours, 40.3 hours, and 39.7 hours, respectively, with corresponding rankings of 8th, 5th, 20th, 39th, and 45th.
It is noteworthy that despite having the highest working hours in the country, the average income of salaried employees in Quang Ninh is only in the top 20 nationwide.
Specifically, according to the report by the General Statistics Office, the average monthly income of employees in Quang Ninh in 2022 was 7,164 million VND/person, ranking 19th out of 63 provinces and cities. This figure is lower than Thai Binh (7.23 million VND/month), Binh Duong (8.5 million VND/month), Bac Ninh (8.2 million VND/month), and Ho Chi Minh City (9.1 million VND/month) – provinces that are among the top 5 with the highest average working hours in the country.
The latest data from the General Statistics Office also indicates that among the 63 provinces and centrally-run cities, Quang Ninh is the most expensive province in Vietnam with a SCOLI index of 97.94% of Hanoi (only behind the two major cities of Hanoi and Ho Chi Minh City). Quang Ninh’s high cost of living is due to being a modern industrial and service province, as well as one of the centers of dynamic and comprehensive development, a tourist center, a maritime economic center, and a gateway to the key economic region of the North and the country.
In 2022, the average number of employed people in the country was 51.7 million, an increase of 1.2 million compared to 2021. Among the total of 50.6 million employed people, the report stated that salaried employees still accounted for the majority with 53.8%. Compared to 2021, the number of salaried employees increased by nearly 1.8 million (equivalent to a 6.9% increase). Accordingly, about 44.0% of employees worked 40-48 hours per week and up to 28.1% of employees worked over 48 hours per week. The proportion of employees working less than 20 hours per week was low (5.3%). The proportion of employees working less than 35 hours per week was 19.2%.
Among the 6 economic-social regions, the proportion of employees working less than 35 hours per week was the lowest in the Southeast region (10.7%) and the highest in the Mekong River Delta region (32.5%). The proportion of employees working over 60 hours was the highest in the Red River Delta region (3.3%) and the lowest in the Central Highlands region (0.9%).
The average weekly working hours in 2022 were 42.2 hours per week, with men working more hours per week than women (43.2 hours and 41.1 hours respectively); the Southeast region had the highest average weekly working hours among the 6 regions (45.1 hours per week), the difference in average weekly working hours between urban and rural areas varied between regions.
This difference was the largest in the Mekong River Delta region (4.0 hours per week), while in the two major cities of Hanoi and Ho Chi Minh City, the average weekly working hours in rural areas were higher than in urban areas, by about 1.4 hours per week.
