Construction Department: Only 1 investor is eligible for social housing loans

According to the report from the Ministry of Construction, currently there is only one social housing project investor who has been granted a loan of 125.84 billion VND.

Specifically, for the business support capital, the Ministry of Construction has announced three times the list of qualified projects for borrowing on the Electronic Information Portal of the Ministry of Construction and sent it to the State Bank with a number of 24 social housing projects, housing for workers, qualified renovated old apartment buildings, with a scale of 20,188 apartments, a total investment amount of 19,014 billion VND and the proposed borrowing demand of localities about 7,516 billion VND.

However, according to the report of the State Bank, currently there is only 01 investor of the social housing project that has borrowed with the amount of 125.84 billion VND.

Regarding the disbursement of a 15,000 billion VND capital source to support individual customers to borrow to buy, rent social housing, workers’ housing, family housing, according to the report of the Social Policy Bank, up to now the outstanding debt reaches 10,272 billion VND with 26,268 customers of the target group which borrow to buy, rent social housing, workers’ housing, new construction or renovation, repair of houses.

The developer still has difficulty accessing loans to build social housing.

Therefore, the credit source to support individual customers through the Social Policy Bank under the Resolution No. 11/NQ-CP of the Government has been quite effective (10,272/15,000 billion VND). However, the capital source to support project investors has not attracted many investors to borrow because the program is implemented only within 2 years 2022, 2023 and the support interest rate is low (2%/year). Currently, the capital source according to Resolution No. 11/NQ-CP of the Government has expired its implementation time,” said the report of the Ministry of Construction.

Regarding the 120,000 billion VND support capital, the report also stated that currently there have been 27 localities announcing the list of 63 projects eligible for borrowing under the 120,000 billion VND credit program with the borrowing demand of more than 27,966 billion VND.

Until now, there have been 5 social housing projects in 5 localities disbursed with a capital of about 416 billion VND.

Also according to the Ministry of Construction, nationwide, there have been 1,249 planned land areas with a scale of 8,390 hectares for social housing, which means that compared to the 2020 report (3,359 hectares), the area of social housing development land has increased by an additional 5,031 hectares.

Evaluating the implementation of social housing in the past time, the Ministry of Construction has pointed out some limitations such as: Mechanisms, policies for developing social housing, workers’ housing have not met actual needs, have not been supplemented, amended in a timely manner in the early stage of the Project, such as: lack of land fund; credit sources from the state budget are still limited; the sequence of procedures for investment and construction is not yet consistent, the implementation time is prolonged.

Many localities have not paid attention to developing social housing, workers’ housing, and industrial workers; have not included housing development targets, especially social housing and workers’ housing development targets, in the 5-year and annual socio-economic development plans.

There is no clear identification of land funds for social housing development in urban planning and industrial parks. In addition to the 20% social housing land fund in commercial housing projects, most localities do not pay attention to planning and arranging separate land funds for social housing projects.
