Ho Chi Minh City to invest 8.5 trillion VND in connecting Belt Road 3 with Vo Nguyen Giap road

Saigon Department of Transport has proposed an investment in the construction of a 5.9 km long road connecting the Gò Công junction on the Third Ring Road of Ho Chi Minh City to the Hanoi Highway (now Võ Nguyên Giáp Street).

The Ho Chi Minh City Department of Transport (DOT) has recently reported to the Ho Chi Minh City People’s Committee on the results of reviewing the connection of expressways. According to the DOT, within the scope of the project, the 3rd Ring Road in Thu Duc District (approximately 14.73 km long) currently only has one grade-separated interchange (the TPHCM – Long Thanh – Dau Giay expressway interchange) and one access point to the 3rd Ring Road, which is the area of the Long Binh ICD port, along with the Tan Van interchange (in Binh Duong province).

“To facilitate transportation connections and the development of Thu Duc City in the future, especially to serve the travel needs of residents on both sides of the 3rd Ring Road, it is necessary to study the additional connection points in the Thu Duc area,” the DOT stated in the document.

Accordingly, the DOT proposes to arrange 4 ramps on the 3rd Ring Road and Phuoc Thien Street (in Thu Duc City) before and after the access point to the 3rd Ring Road, with each ramp having a length of about 250m and a width of 7m.

The area of the interchange between the parallel road and Phuoc Thien Street will have a roundabout with a diameter of 60m to organize traffic for U-turns, left turns, and right turns onto the 3rd Ring Road. At the same time, an underpass will be built on Phuoc Thien Street with four lanes for two-way traffic in the area, and Phuoc Thien Street will be developed according to the planned scale with a length of about 1,800m. The investment cost is approximately 2.108 trillion VND.

Regarding the investment form, the DOT recommends supplementing and adjusting the design of Component 1 of the 3rd Ring Road construction investment project in Ho Chi Minh City, which is under the management of the Ho Chi Minh City People’s Committee.

The investment will be implemented immediately in the current phase along with the progress of phased investment implementation for the 3rd Ring Road in Ho Chi Minh City.

In addition, the DOT also proposes to complete the Go Cong interchange and the connecting branch from Ha Noi Highway (now Vo Nguyen Giap Street) to the Go Cong interchange on the 3rd Ring Road in Ho Chi Minh City.

Specifically, Ho Chi Minh City will invest in the construction of a 5.9 km connecting road for the 3rd Ring Road (from the Go Cong interchange to Ha Noi Highway). The site clearance for the first phase of the section (from the Go Cong interchange to Le Van Viet Street) will have a width of 67m with planned interchanges. Two lanes on each side will be constructed, with a width of 4 lanes and a horizontal cross-section of 19.75m (with a 27.5m space in the middle for future expansion). In addition, an overpass will be built at the Le Van Viet interchange and the Go Cong interchange. The estimated total investment is around 8.5 trillion VND.

“After the project is approved, the City will instruct specialized agencies to prepare a feasibility study report for submission to the competent authority for investment decision-making and implementation in the period from 2024 to 2027,” the DOT said.

Besides the above projects, the DOT also proposes the construction of connecting roads with the 3rd Ring Road, such as the new Northwest route (including connecting roads and interchanges); the Cat Lai – Phu Huu port connection road to the 3rd Ring Road, which is currently under study for feasibility; and the extension of Vo Van Kiet Street to the 3rd Ring Road.
