Latest Updates on the Largest “Super Port” Project in the Mekong Delta, Phase 1 Sees Capital Needs of Nearly 50,000 Billion VND

Recently, the People's Committee of Soc Trang province held the 75th Standing Committee Meeting of the Soc Trang Provincial Party Committee, approving the Mid-Term Feasibility Study Report for the Construction Investment of Tran De Port, which belongs to Soc Trang seaport.

The Provincial Party Committee’s Standing Committee of Soc Trang has officially approved the mid-term feasibility study report on the investment in the construction of Tran De Port at Soc Trang seaport (mid-term report).

At the meeting, the relevant units approved the summary of the content absorbed, revised according to the opinions at the meeting on January 6, 2024; new content needs to be discussed and commented on; consulting on the summary report of the feasibility study report on the investment in the construction of Tran De Port at Soc Trang seaport; summary report of the evaluation, preliminary forecast of the environmental impacts…

According to the Master Plan for the Development of Vietnam seaport system in the period of 2021 – 2030, vision to 2050 approved by the Prime Minister, Soc Trang seaport is classified as type III seaport, belonging to Group 5 ports, potential planning to become a special seaport when forming the gateway seaport in the Mekong Delta at Tran De.

The Prime Minister has signed a decision approving the plan, policies, solutions and resources to implement the Master Plan for the Development of Vietnam seaport system in the period of 2021 – 2030, vision to 2050, identifying one of the tasks of developing maritime infrastructure is to call for investment in the Tran De port area, starting with a capital demand of nearly VND 50,000 billion.

According to the consulting unit, it is expected that the State budget will invest in post-port road item; sea-crossing bridge, wave barrier embankment, ship channel, turning basin with investment capital until completion stage is VND 46,476 billion, accounting for 29% of the total investment capital. Attracting investment capital for the remaining works and investing in port operation equipment with an investment capital of VND 116,255 billion, accounting for 71% of the total investment capital.

According to the leaders of Soc Trang Provincial People’s Committee, the construction of the gateway port in the Mekong Delta at Tran De, Soc Trang province will serve import and export of goods, enhance connectivity, reduce transportation costs and the volume of goods transferred to ports in the Southeast region. This will promote socio-economic development of the region.

Accordingly, the scale of investment in the offshore Tran De port includes: a 5,300-meter port bridge; a 9,800-meter embankment/wave barrier system; a 17.8km sea-crossing bridge… At the same time, investment will be made in other technical infrastructure systems including: electricity supply, water supply, drainage, fire prevention and other supporting works to ensure operation for the entire port area for each phase. The port services and logistics area covers an area of ​​about 4,000ha. This area’s infrastructure includes: land reclamation, construction of internal roads, water supply and drainage systems, power supply systems, fire prevention systems, communication systems to attract investors to rent infrastructure facilities…

Regarding the development of Tran De port infrastructure, the report proposes to request support from the central budget combined with socialization to build a number of items belonging to Tran De Port (according to component projects). Propose some mechanisms and policies to support procedures, develop sources of goods and policy mechanisms for sand exploitation, forest use conversion. Propose the establishment of Tran De Economic Zone, including industrial zone, export processing zone and non-tariff zone at Tran De Port area, to create motivation for Soc Trang to attract investment and provide goods for Tran De Port.

Regarding Logistics, the report proposes to build the port logistics base associated with the seaport project; have solutions to develop sources of goods through attracting production development, prioritizing land funds for industrial development near the port, have policy for developing international cargo transshipment activities; flow of goods between Tran De Port and other ports in the Mekong Delta and Cai Mep – Thi Vai.

Deputy Minister of Transport Nguyen Xuan Sang said that the implementation of the feasibility study on the investment in the construction of Tran De Port by Soc Trang province is of great significance in conjunction with the Ministry of Transport in implementing the overall planning of the national seaport system; planning land and water areas in Soc Trang province.

Soc Trang province can rely on this project to request special mechanisms and policies for the investment, construction and operation of Tran De Port not only for the province but also for the Mekong Delta region. Therefore, the consulting unit needs to study the sequence of procedures for submission to competent authorities for approval of the project, to have a basis for implementing subsequent content. Soc Trang province needs to call for investors interested in investing in the construction of the port.

In his concluding speech at the conference, comrade Lam Van Man agreed with the opinions at the conference and proposed that the consulting unit continue to assist the locality in drafting a proposal for approval from the Prime Minister for investment policy in this important project. Regarding the content of the project that has gone through 2 reporting periods, the consulting needs to pay attention to some directions of the leaders of the Ministry of Transport; the relevant ministries and branches and recommendations of the leaders of Soc Trang Provincial People’s Committee to supplement and soon complete the content of the final report of the project; while continuing to report on the feasibility of each component project. Regarding policy mechanisms, the consulting unit needs to study according to the current regulations and specific mechanisms for ports in the Mekong Delta.
