Priority: Focus on allocating resources to complete the East Route North-South Highway

The prioritization of resources in completing the East-West North-South highway, the East-West expressways, and the planned multimodal transport connections, has been requested by the Politburo. In addition, investments in urban railway lines and large-scale mass transit systems in Hanoi, Ho Chi Minh City, and other major cities are to be continued.

The Standing Secretary of the Party Central Committee, Truong Thi Mai, has recently issued Conclusion No. 72 on the continued implementation of Resolution No. 13-NQ/TW, dated January 16th, 2012, by the 11th Party Central Committee on building synchronized infrastructure to essentially turn our country into a modern industrialized nation. After 10 years of implementation, Resolution No. 13-NQ/TW, dated January 16th, 2012, by the 11th Party Central Committee on building synchronized infrastructure to essentially turn our country into a modern industrialized nation by 2020 (Resolution No. 13-NQ/TW) has achieved many important results. The awareness of Party committees, organizations, government authorities, businesses, and society about the role and particularly the importance of infrastructure for socio-economic development, industrialization, and modernization of the country has undergone numerous positive changes. The legal system has been attentively improved, conforming to international practices, especially policies related to planning, development investment, public investment, public-private partnerships, and based on that, enhancing resources, creating a favorable environment to rapidly develop the infrastructure system, and give our country a new development face. Many programs, projects, and works have been put into operation, exploited, and effectively utilized, particularly in transportation, energy, irrigation, urban areas, information, and communication; emphasis has been placed on developing educational and training infrastructure, science and technology, healthcare, culture, and sports, promoting economic growth, ensuring social welfare and security, strengthening national defense, contributing to achieving the goal of industrialization and modernization of the country.

However, the implementation of the basic objective of Resolution No. 13-NQ/TW has not met the set requirements, and has not made a breakthrough in mobilizing resources to form a synchronized, modern, and sustainable infrastructure system. Some mechanisms and policies have been issued slowly and lack uniformity; state management, decentralization, and delegation of authority are still imperfect. Insufficient attention has been given to the development of multi-sectoral economic and social infrastructure in conjunction with national defense, security, and adaptation to climate change. Economic and technical infrastructure is not synchronized, lacking connectivity within regions, inter-regions, and among infrastructure sectors; new investment, upgrading, maintenance, and repair of infrastructure works still face difficulties and limitations. Social infrastructure, culture, and sports, especially in rural, mountainous, remote, border, and island areas, have not been sufficiently invested in; traffic congestion, flooding, and environmental pollution have persisted for many years, affecting people’s lives in some major cities.

The main causes of these limitations are primarily due to limitations in awareness, capacity, and thinking in the leadership, direction, and organization of implementation of some Party committees, organizations, government authorities, and leaders. Some mechanisms, policies, and laws are inconsistent and have not closely conformed to practical conditions and development trends. The coordination between levels and sectors is insufficient and ineffective; the nation’s resources are still limited, and effective attraction of non-state resources has not been achieved; planning management and comprehensive, cohesive planning are lacking; investment management, inspection, and supervision are ineffective.

To continue well implementing Resolution No. 13-NQ/TW in association with the Party’s 13th National Congress, Resolution No. 29-NQ/TW of the 6th Plenum of the 13th Party Central Committee on continuing to promote industrialization and modernization of the country until 2030, vision to 2045, and Conclusion No. 45-KL/TW of the 6th Plenum of the 13th Party Central Committee on the orientation of the national master plan for the period 2021-2030, vision to 2050, and meeting new development requirements, the Politburo requests that Party committees, organizations, government authorities, officials, and Party members concentrate on effectively implementing the following tasks and solutions:

1. Continue to effectively implement the standpoint, objectives, and orientation for the development of transport, electricity, water resources, and climate change response, urban areas, industrial parks, economic zones, trade, information, education and training, science and technology, healthcare, culture, sports, tourism, and main solutions to develop a synchronized, modern, and advanced infrastructure system, taking a step ahead; have priorities, emphases, and priorities for breakthrough and basic areas. Promote the infrastructure system that has been built, enhance internal, inter-regional, regional, and international connectivity, reduce regional and regional distances; use land, water, forest, and other resources efficiently and effectively.

By 2030, develop an infrastructure system commensurate with the country’s development into a modern and high-income industry; complete national key infrastructure projects and large-scale projects that connect with the region and the world. By 2045, develop a modern infrastructure system attached to a developed country of high income; connect and integrate with the world’s development.

2. Promptly review, amend, promulgate policies, and laws related to the development of an infrastructure system attached to the goal of building a modern industrialized country by 2030, especially policies and laws on public investment, planning, public-private partnerships, budget, digital economy, and society… Research and pilot the model of public-invested and privately-managed investment, private investment – public utilization; improve the TOD urban development model; establish specific financial mechanisms for cultural and social infrastructure; establish mechanisms and strong policies to form a number of leading economic corporations with sufficient resources, modern management capacity, access to, and mastery of advanced technology in investment, construction of important, strategically important infrastructure projects for the development of the country.

3. Improve the effectiveness and efficiency of state management, decentralization, delegation of power associated with the organization’s implementation capacity, and enhance the responsibility of party committees, government authorities, and heads of localities, streamline decision-making procedures, create favorable conditions for investment implementation. Accelerate administrative reform, connect procedures for investment with land, construction, bidding, and the environment; improve the investment and business environment, create conditions for non-state economic sectors to participate; decentralize investment and entrust responsibilities to the heads of investment decisions.

Develop a medium-term public investment plan with focuses, emphases, close coordination between the central and local levels and among localities in developing infrastructure. Review and build a database on the economy – society, resources, and the environment of regions and localities to ensure uniformity and connection with the national database system.

Improve the coordination mechanism, enhance the quality, implement policies, and laws on planning, investment, construction, mobilization, and utilization of land resources; accelerate the progress of compensation, site clearance, and implementation of works and projects. Research and issue mechanisms, policies to streamline compensation procedures, site clearance; separate land revocation, compensation, and resettlement projects according to the plan.

4. Mobilize and effectively use resources, prioritize the allocation of state budget capital to important works, projects with interregional impacts, promote rapid and sustainable economic development and projects, and make investments, unlikely to recover capital or difficult to attract investment from outside the state sector; vigorously mobilize social resources. Continue to effectively mobilize ODA capital, preferential loans associated with improving the efficiency of use; develop the financial market to supply capital, diversify investment subjects, investment forms participating in the capital market. Research to establish an infrastructure development fund, flexibly apply the ceiling of public debt associated with the ability to repay to increase resources, rapidly develop the infrastructure system.

5. Focus on investment, promptly put into use urgent and priority infrastructure works and projects in road transport, railways, maritime, inland waterways, and aviation to connect localities, regions, and internationally. Develop energy infrastructure, especially ensuring sufficient, stable supply for socio-economic development and energy security; multi-objective irrigation infrastructure to ensure water security associated with natural disaster prevention, climate change adaptation; build a synchronous, modern urban infrastructure, especially in major cities; make a breakthrough in the development of information technology and digital technology infrastructure.

Priority should be given to investing resources to complete the East Bac – East South high-speed road, and the East – West expressways and multi-modal connecting transport routes according to planning; international airports; infrastructure of major seaports, major inland waterway routes; the North-South high-speed railway project and the Lao Cai – Hanoi – Hai Phong, Lang Son – Hanoi, Mong Cai (Quang Ninh) – Hai Phong, Ho Chi Minh City – Can Tho, Bien Hoa – Vung Tau, Thu Thiem – Long Thanh railway lines… Continue to implement railway projects in urban areas, large-scale urban rail transport systems in Hanoi, Ho Chi Minh City, and some other major cities. Develop diverse types of power sources, a reasonable structure, ensuring system safety and reasonable cost; develop renewable energy, new energy, clean energy suitable for the conditions and level of economic development in each period. Upgrade and build important water reservoir systems, proactively prevent and combat natural disasters, floods, landslides, droughts, saltwater intrusion, protect the environment, adapt to climate change. Focus on building digital infrastructure with advanced, modern technology; develop a comprehensive national database, large databases, large data centers; ensure information safety and security. Improve the quality of development of industrial parks, economic zones towards ecology and sustainability. Prioritize investment in transportation infrastructure, belt roads, drainage and wastewater treatment projects, flood prevention in major cities; invest in centralized waste treatment facilities with modern, synchronized technology.

Build an education and training system, and science and technology infrastructure network that meets the human resource needs for development, key investments to develop and improve the efficiency of the national innovation system; develop a national healthcare infrastructure network that meets the requirements of care, protection, and improvement of the people’s health towards equality, quality, efficiency, and international integration; develop modern cultural facilities, implement a well-performing cultural infrastructure network to preserve and promote the values of national culture; build a comprehensive and modern physical education and sports facilities network; invest in tourism infrastructure to make tourism truly become a sharp economic sector with international competitiveness; invest in basic, synchronized, modern new rural infrastructure connecting rural and urban areas, and connecting regions and regions. At the same time, continue to develop social welfare infrastructure.

6. Organization of implementation

– Provincial Party Committees, City Party Committees, Party Central Committees, Party Executive Committee, and Youth Union Central Committee study, grasp, enhance leadership, direction, concretize, and effectively implement Resolution No. 13-NQ/TW and this Conclusion.

– Party Caucuses of the National Assembly, Party Executive Committee of the Government lead and direct the review, amendment, supplementation, improvement of relevant policies and laws; allocate resources; regularly inspect, inspect, and monitor the implementation of this Conclusion.

– The Party Executive Committee of the Government leads, directs, organizes the effective implementation of this Conclusion in association with the relevant resolutions, orientations of the Party; directs ministries, branches, localities to promptly build a list of infrastructure projects, deploy implementation in accordance with planning and socio-economic development. Research and build a project to submit to the 14th Party Central Committee for consideration and issuance of a new resolution on developing a synchronized, modern infrastructure system.

– The Party Delegation of the Fatherland Front and political-social organizations, the Party Executive Committee of the Ho Chi Minh Communist Youth Union increase propaganda, monitoring, social criticism, mobilize people at all levels to actively participate in the implementation of Resolution No. 13-NQ/TW, and this Conclusion.

– The Party Executive Committee of the Government presides over, coordinates with relevant agencies in guiding, monitoring, inspecting, checking, periodically reviewing, summarizing, and reporting the Politburo on the results of the implementation of this Conclusion.
