Hanoi’s ‘Anti-Earthquake’ Mini Apartments Lose Structural Integrity

According to information from the Mini Apartment Management Board, there is a need to "strengthen" the mini apartment building in Ha Dinh Ward (Thanh Xuan District, Hanoi) as two columns in the building have cracked and lost their load-bearing capacity. It is expected that the repair work will take several months and cost billions of dong.

Regarding the deteriorating condition of the mini apartment building at 22B Ngõ 236/17 Khương Đình (Hạ Đình Ward, Thanh Xuân District, Hanoi), which needs to be reinforced, the Management Board of this apartment building recently held a meeting with residents to inform them about the current state of the deteriorated structures and the need for reinforcement.

During the meeting, Mr. Nguyễn Hồng Phong – Head of the Management Board of the apartment building, stated that two columns in the building have cracked and lost their load-bearing capacity. In addition, four columns and load-bearing beams have also been affected.

According to Mr. Phong, compared to the original design, a load-bearing beam supporting the elevator shaft is missing. Moreover, the cross-section of the house’s supporting column is smaller than in the design. The estimated cost of repairing the incident could reach 4-5 billion VND.

Mr. Nguyễn Hồng Phong stated that the reinforcement process for the load-bearing part of the mini apartment building could take several months to complete.

During the meeting, many residents in the building expressed their frustration and raised questions about the responsibility of the investor in the construction phase, as well as the impact on the rights and lives of dozens of households. According to these people, if the design and construction do not ensure the load-bearing structure, then the investor will have to take full responsibility.

Earlier, on February 24th, nearly 60 households living in the mini apartment building at 22B had to evacuate the building due to some concrete columns and steel reinforcements on the first floor being cracked and weakened.

To support the building, the authorities reinforced it with an iron scaffolding system around the base of the deteriorated columns. Outside the scaffolding area, warning signs were placed to ensure the safety of residents.

The Thanh Xuân District People’s Committee stated that after inspecting the status of the construction, prioritizing the safety and lives of residents, the district requested the households in the building to move out.

The Thanh Xuân District also required relevant units to hire qualified consultants to conduct surveys, assess the quality, and evaluate the level of danger of the building.

The district also required the units related to the building to hire competent contractors to carry out repairs and reinforcement according to regulations and ensure the safety of use. The repair and reinforcement process must have measures in place to ensure the safety of people and the building.

After the repair and reinforcement, the building must be inspected by a certified unit and evaluated by relevant agencies to ensure safety before being put into use. The Khương Đình Ward People’s Committee is responsible for supervising the implementation of the above-mentioned tasks.
