On the afternoon of March 6, Minister of Natural Resources and Environment Dang Quoc Khanh chaired a conference to implement the Land Law 2024 via online connection to 500 points in 63 localities throughout the country.

In his speech at the conference, Minister Dang Quoc Khanh said that the passage of the Land Law 2024 by the National Assembly is an important event, marking innovative changes in land policies and laws in accordance with Resolution No. 18/2022 of the 13th Central Party Committee. The process of drafting the law demonstrates high unity from the central to local levels.

The Land Law has been passed with many new breakthrough and important contents, contributing to the goal of improving institutions, policies, and enhancing the effectiveness of land management and use.

With the urgent and resolute participation of the Government, ministries, and localities, Minister of Natural Resources and Environment Dang Quoc Khanh believes that the Land Law 2024 will soon come into effect, contributing to meeting the requirements of socio-economic development and timely meeting the aspirations of the people.

At the conference, Deputy Minister of Natural Resources and Environment Le Minh Ngan discussed the new points of the land price law. The law has established a stable land rental fee policy. Specifically, the annual land rental fee is applied stably for a 5-year period from the date the State decides to lease the land, allowing for the conversion of land use purpose linked to the form of State land rental with annual land rental fee payment.

The land rental fee for the next period is calculated based on the land price table of the defined year for the next land rental fee. In case the land rental fee increases compared to the previous period, the land rental fee must be adjusted but not exceed the ratio specified by the Government for each stage.

Regarding the land valuation method, the law has specifically stipulated methods including comparison method, income method, surplus value method, and land price adjustment coefficient method.

In the discussions at the conference, Chairman of Tuyen Quang Provincial People’s Committee Nguyen Van Son said that the Land Law 2024 has fully institutionalized the Party’s policy and basically removed obstacles and shortcomings. Therefore, he proposed issuing decrees to guide the implementation of the law soon to ensure uniformity at the local level.

In conclusion, Minister Dang Quoc Khanh announced that to implement the law (which will take effect from January 1, 2025), the Ministry of Natural Resources and Environment is responsible for constructing and submitting to the Government 6 decrees and issuing 4 circulars according to its jurisdiction.

Minister Dang Quoc Khanh suggested that localities urgently carry out the tasks assigned by the Prime Minister, focusing on reviewing and issuing regulations of the People’s Committees and People’s Councils authorized in the Land Law 2024.

Accordingly, localities need to focus on tasks such as building land price tables, issuing land use rights certificates without documents, publicly disclosing land use plans, updating land databases, reviewing agricultural and forest land, etc., to ensure consistency and address existing obstacles and problems when the law takes effect.

“At present, localities are looking forward to the effective implementation of the Land Law and believe that the law will help manage and use land resources effectively, while addressing practical problems and shortcomings,” said Minister of Natural Resources and Environment Dang Quoc Khanh.
