Thanh Hoa proposes streamlining administrative units

During the period of 2023-2025, Thanh Hoa province plans to reorganize 17 local administrative units at the commune level, while there is one district-level administrative unit and several commune-level units that are also eligible for reorganization but have requested not to be included.

Mr. Do Minh Tuan, Chairman of the People’s Committee of Thanh Hoa Province, has just approved Decision No. 892 dated March 5, 2024, approving the outline of tasks for implementing the plan to reorganize district and commune-level administrative units for the period 2023-2025.

According to this decision, the plan to reorganize district-level and commune-level administrative units for the period 2023-2025 in Thanh Hoa province includes 1 district-level administrative unit and 153 commune-level administrative units belonging to 17 districts, towns, and cities (details of the administrative units are specified in Plan No. 269 dated October 27, 2023, and Plan No. 25 dated January 22, 2024, of the People’s Committee of the province).

The district-level administrative unit is Bim Son town, which is a unit subject to reorganization but is proposed not to be reorganized.

There are 153 commune-level administrative units, of which 17 units will be reorganized, 128 units are subject to reorganization but are proposed not to be reorganized, 1 unit is encouraged to be reorganized, and 7 units are encouraged to be reorganized as they are adjacent to the units being reorganized.

The People’s Committee of Thanh Hoa province proposes that the implementation period begin from April 1, 2024, to October 31, 2024 (7 months).

The Chairman of the People’s Committee of Thanh Hoa province assigns the Department of Home Affairs as the investor and organizer for selecting a consulting firm to develop the plan; coordinate with the People’s Committees of districts, towns, cities, and related units to implement the approved tasks, ensuring the designated time frame and schedule.

The Department of Finance will appraise and estimate the budget and funding sources in accordance with the law; provide advice and report to the Chairman of the People’s Committee of the province; inspect and guide the management and use of funds in accordance with the law.

Reduce one district-level administrative unit by 2025

Previously, on March 17, 2023, Prime Minister Pham Minh Chinh signed Decision No. 259 approving the master plan for Thanh Hoa city until 2040. According to this decision, Thanh Hoa city until 2040 includes the entire area of Thanh Hoa city’s administrative boundaries and the entire Dong Son district, with an area increasing from 147 km2 to over 228 km2.

In the plan, from now until 2025, Dong Son district will merge into Thanh Hoa city. Thanh Hoa plans to propose two options to the Standing Committee of the National Assembly. The first option is to merge Dong Son district into Thanh Hoa city, while keeping the current communes and wards. This option may be completed in the second quarter of 2024. The second option is to merge Dong Son district into Thanh Hoa city, while rearranging the commune and ward-level administrative units. If this option is chosen, the completion is expected by the end of 2024 or early 2025.

In the review, Thanh Hoa province has 4 district-level administrative units and 267 commune-level administrative units that have not met the standards according to Conclusion No. 48 dated January 30, 2023, of the Politburo and Resolution No. 35 of the Standing Committee of the National Assembly.

Specifically, there are 2 district-level administrative units that have not met the standards for the 2023-2025 period, including Bim Son town (which does not meet the standard for area and population by less than 70%) and Dong Son district (which does not meet the standard for area by less than 20% and population by less than 200%); and 2 district-level administrative units that have not met the standards for the 2025-2030 period, including Sam Son city (which does not meet the standard for area by less than 30% and population by less than 200%) and Vinh Loc district (which does not meet the standard for area and population by less than 100%).

In terms of commune-level administrative units, Thanh Hoa province has 267 commune-level administrative units that have not met the standards, including 147 communes, wards belonging to 17 districts, towns, and cities that have not met the standards for the 2023-2025 period, and 120 communes, wards belonging to 19 districts, towns, and cities that have not met the standards for the 2025-2030 period.
