Regarding the betting business activities, Minister of Finance Ho Duc Phoc stated that from 2017 until now, there have been 7 provinces and cities proposing to the Prime Minister for approval of the investment policy for horse racing and dog racing betting projects. The Prime Minister has approved the investment policy for a horse racing investment project (including betting) in Soc Son district (Hanoi). However, the project has not been implemented yet due to difficulties in capital contribution mechanism. The remaining 6 projects are currently in the process of seeking approval for investment policy. Therefore, no enterprise has been granted a license for horse racing and dog racing betting business.

For international football betting, according to regulations, enterprises conducting international football betting business on a pilot basis must be selected through bidding. However, the 2013 Law on Bidding has not provided regulations on bidding for the selection of investors to implement investment projects for betting business… On February 27, the Government issued a decree guiding the sequence and procedures for bidding for the selection of investors to implement investment in business. The Ministry of Finance is finalizing to gather opinions from ministries and departments to amend Decree No. 06, which specifies the conditions for bidding for the selection of investors for international football betting business.
Regarding the insurance field, Minister Ho Duc Phoc said that in 2024, the Ministry of Finance plans to inspect 6 insurance companies. In which, the inspection will focus on the implementation of insurance sales through credit institutions, branches of foreign banks for 2 life insurance companies.
Providing reports for the question and answer session, Minister of Foreign Affairs Bui Thanh Son stated that recently, the Ministry of Foreign Affairs has thoroughly adhered to the Party and State’s policies, regulations on anti-corruption, anti-negative acts, with the motto of “prevention, deterrence is the main focus.” The Ministry has also completed the establishment of the Steering Committee on anti-corruption and negative practices with the Minister as the Head.
