Regarding the proposal for real estate identification by users, Deputy Minister of Construction Van Sinh emphasized that this will make the real estate market more transparent and promote the interconnection of administrative procedures at all levels.

These are the two biggest goals of Project 06 on “Development of population data, identification, and electronic authentication to serve the national digital transformation phase 2022-2025, with a vision to 2030.”

Why do we need to identify real estate?

Specifically, in the Draft “Guidelines for collecting, providing information on addresses, data on the location identification of houses, construction works in urban areas and residential points in rural areas integrated with the national database on the Population,” which is soliciting opinions from ministries, branches, localities, the Ministry of Construction proposed that 100% of urban houses and land will be identified by addresses and house numbers; about 80% of rural houses will be identified by addresses according to villages and hamlets.

In addition, the Ministry of Construction proposed that 100% of data on numbering of urban houses, residential points in rural areas will be identified and authenticated; connecting the data on houses with the national land database managed by the Ministry of Natural Resources and Environment.

Deputy Minister Nguyen Van Sinh said that according to the proposed plan, the Ministry of Construction will issue guidelines on house numbering, housing data, land data to be integrated into population data and also issue a circular guiding localities in implementing the work of identifying real estate,” Sinh emphasized.

“Building a comprehensive database to identify real estate will make the real estate market more transparent and promote the interconnection of administrative procedures at all levels. These are the two biggest goals of Project 06.

In addition, when the data is fully updated, people will not have to carry documents when doing related procedures, reducing administrative procedures and creating convenience for people,” Sinh added.

According to the proposal of the Ministry of Construction, the process of identifying real estate will be completed by the end of June 2024 to integrate with the population database being implemented by the Ministries and agencies in accordance with Project 06 of the Government.

Tight management of assets, prevention of corruption

Speaking with reporters, a representative of the Ministry of Natural Resources and Environment said that identifying real estate is an important solution, especially for asset management agencies (which may learn national information on how many millions of houses there are, the characteristics of each house, and the ownership of each one), as well as contributing to strict control and prevention of corruption.

According to the official, at present, identification has the citizens’ identity number and on the Certificate of land use right, ownership of assets attached to land (red book), there is already a citizen’s identity number, so it is very easy to search for data information.

However, personal assets are the property of individuals, so the real estate information of users cannot be publicly disclosed; it is only for officials and public servants, those who are obliged to submit asset declarations, who must submit and the list is only provided to those who are authorized to exploit it.

From the perspective of experts, Architect Dao Ngoc Nghiem – Vice Chairman of the Urban Planning and Development Association of Vietnam also said that identifying real estate is an action that the Ministry of Construction wants to better manage the real estate market. However, Nghiem also noted that this is a very difficult task that needs to be carefully considered.

According to Nghiem, owning houses and land does not only depend on the person named on the papers. Ownership also depends on the Law on Inheritance and other laws, so it will be very difficult to identify real estate.

“Sometimes a person is identified as having the right to use houses and land at a certain point in time, but due to social development, it is very difficult to re-identify,” Nghiem shared.

The Vice Chairman of the Urban Planning and Development Association of Vietnam also noted that real estate is a special type of asset, different from other types of assets. There are many rights related to real estate such as the right to use, inherit, transfer, give, and sell.

“While wanting to know specific information about whose land, the area, and the location, the land management agencies have been doing it for many years. Therefore, it is not necessary to inconvenience the person named as the owner,” Nghiem stated.

How to implement the process of identifying real estate?

In the Draft “Guidelines for collecting, providing information on addresses, data on the location identification of houses, construction works in urban areas and residential points in rural areas integrated with the national database on the Population,” the Ministry of Construction proposes the target information and data on houses to be collected for identification, including: Type of houses, building area, floor area, number of floors, address, and house numbers.

For land, the information and data to be collected for identification include block numbers, map sheets, land area, and land use right certificate numbers.

In the process of identifying real estate, data on houses and land after being collected will be integrated with the full name of the house and landowner, owner’s identity card number, citizen identity card number, date of birth of the house and landowner, type of residence.

The task of identifying real estate is assigned by the Ministry of Construction to the Department of Management of Housing and Real Estate Market, in coordination with the Information Center of the Ministry of Construction to propagate, guide, and urge localities to carry out the work.

Where does the data for identifying real estate come from?

A representative of the Ministry of Construction said that data for identifying real estate is provided from three main sources: data on house numbers, existing address information, which has been constructed and managed by local authorities for many years.

Next is newly generated data for lanes, alleys, and houses that have not been assigned house numbers or verified locations; urban houses will be identified by house numbers, while rural houses will be identified according to residential points in rural areas.

Finally, other related data sources provided by organizations, individuals, and businesses for their specific needs./.
