The government will implement salary reform and apply a new salary policy from July 1st.
The new salary structure for teachers includes: Basic salary accounting for 70% of the total salary fund, allowances – equivalent to 30% of the total salary fund, and bonus (if any). Salary is classified according to job position, clearly defining the capacity and responsibilities of teachers.
Accordingly, the 8 allowances that teachers receive include:
Concurrent position allowance: is an allowance for teachers who hold additional positions.
Seniority allowance beyond the framework: is an incentive regime that the State offers to cadres, civil servants, and employees. This allowance is for teachers with many years of service, who are receiving the final salary level, and after a period of service, will receive an additional seniority allowance calculated according to the salary level.
Regional allowance: is an allowance to compensate civil servants and public servants who work in areas with harsh climates, remote or isolated areas, with difficult travel and living conditions, and aims to contribute to stable labor in areas with unfavorable geographical conditions.
Work responsibility allowance: is an allowance for jobs that require high responsibility or hold management positions but do not belong to leadership positions. Currently, the subjects eligible for work responsibility allowance include teachers who are appointed as General Leaders of the Ho Chi Minh Young Pioneers Team in secondary schools, teachers, and educational management staff who are paid from the specialized schools.
Teacher allowances will have some changes after the salary reform from July 1, 2024.
The mobile allowance is currently applied to teachers who specialize in illiteracy eradication and universal education and who have to travel frequently to villages and communes.
Preferential allowance according to the profession: Teachers who are directly teaching at public educational institutions and schools, centers, and academies belonging to state agencies, the Party, or socio-political organizations that are funded by the State are entitled to receive preferential allowances for teachers.
Allowance for working in areas with special socio-economic difficulties: Currently, teachers teaching and working in Truong Sa, Hoang Sa, DK1 island districts, particularly difficult communes such as communes in Region III of ethnic minority areas, mountainous areas, island communes, villages, hamlets, villages, ethnic minority villages, and border areas are the subjects who are receiving the policy for people working in areas with special difficulties.
Allowance according to the classification of administrative units and according to the classification of public career units: This is a new allowance that was not previously regulated. Before the salary reform, the above allowances were calculated based on the basic salary level multiplied by the coefficient.
Resolution 27 on salary reform also clarified the allowances that have been abolished for civil servants and public employees:
Accordingly, the following 5 allowances for teachers will be abolished:
Seniority allowance (except for the military, police, and intelligence to ensure salary correlation with cadres and civil servants);
Leadership position allowance (due to the leadership positions in the political system implementing salary classification);
Party, trade union, and socio-political organization allowance;
Civil service allowance (because it has been included in the basic salary level);
Toxic and hazardous allowance (because working conditions with toxic and hazardous factors have been included in the allowance according to the profession).
However, even if these allowances are eliminated, it is still necessary to ensure that the allowance fund accounts for 30% of the total salary fund for civil servants, so the salary will not be affected much.
