Prime Minister demands completion of 500kV power line by June 2024

The Government's leadership requires the Minister of the Ministry of Industry and Trade to coordinate with relevant units to guide, instruct, and support EVN in implementing and accelerating the progress of the 500kV Quang Trach - Pho Noi power line project for the northern region, aiming to complete and energize it by June 2024.

On February 14, Prime Minister Pham Minh Chinh issued Directive No. 05 on ensuring electricity supply, coal and gas supply for power generation in the coming period.

The Directive states that ensuring electricity supply and maintaining national energy security is the foundation and important premise for the socio-economic development and the success of the industrialization and modernization process of the country.

To ensure energy security and stable electricity supply for production, business, and people’s consumption in the coming period, the Prime Minister requested the Minister of Industry and Trade to coordinate with relevant units to direct, guide, and support EVN in implementing and accelerating the progress of the 500kV Quang Trach – Pho Noi transmission line project, with the aim to energize the line by June 2024.

In terms of the legal system, the Prime Minister requested the Ministry of Industry and Trade to urgently perfect and submit to the Government the Draft Decree on mechanisms and policies to encourage the development of rooftop solar power installations at residential homes, public offices, and industrial parks. At the same time, the Ministry of Industry and Trade, in coordination with EVN and PVN, is tasked with drafting regulations on the mechanism of buying and selling gas and wind power through simplified procedures, which must be completed no later than the second quarter of 2024.

The Chairman of the State Capital Management Committee at Enterprises is requested to promptly approve, in accordance with the laws on state capital management and use, the investment and production and business activities of EVN, PVN, and TKV in the energy sector, regarding priority investment projects.

The Minister of Finance, together with relevant agencies, will continue to review, guide, and annually plan specific inspections of compliance with legal provisions on prices for production and business activities related to coal, gas, oil supply for power generation, and coordinate closely with the Ministry of Industry and Trade in implementing the retail electricity pricing mechanism as prescribed.

The Minister of Planning and Investment is assigned the task of providing advice and reporting to the Prime Minister on issues related to professional functions and tasks in order to implement investment activities for power projects in the 8th Power Development Plan.

The Minister of Natural Resources and Environment will review the operation procedures of reservoirs to ensure the safety of works and downstream areas and optimize the use of water resources for various purposes to maximize the benefits in terms of socio-economic development and environmental protection brought by water resources.

The Minister of Agriculture and Rural Development will urgently review, process within their jurisdiction, and report to the Prime Minister on issues that go beyond their jurisdiction regarding forest land use conversion related to energy projects and power projects to ensure that delays in the process do not affect the implementation of energy and power projects.
