Evacuation of residents from unsafe mini apartments in Thanh Xuan district

Agreeing with the district leaders' recommendation, all residents have relocated from the "mini apartment" at 22 Alley 236/17 Khương Đình Street to ensure safety as the building shows signs of structural damage.

On the evening of February 24th, according to information from the People’s Committee of Thanh Xuân District (Hanoi), immediately after the residential building at No. 22 Alley 236/17 Khương Đình Street, Hạ Đình Ward was at risk of affecting the safety of exploitation and use, the Thanh Xuân District Party Committee directed the Chairman of the People’s Committee of the district along with specialized departments, party leaders, and the People’s Committee of Hạ Đình Ward to go to the site to inspect and survey the current status of the residential building at the above address.

With the spirit of prioritizing the safety and lives of the people, the leadership of Thanh Xuân District has unanimously directed and issued a document recommending that residents in the building move; at the same time, deploy support forces to assist in relocation when requested by residents.

The district’s recommendations have been agreed and supported by the households, and by the end of February 24th, all households have moved out of the building to ensure safety.

Also on February 24th, the People’s Committee of Thanh Xuân District issued a document numbered 382/UBND-QLĐT requesting land users, residential property owners, and property attached to the land at the above address to hire consulting units that meet the conditions and qualifications to conduct surveys, quality inspections, and assess the level of danger of the construction according to the regulations in Article 5 of Circular No. 10/2021/TT-BXD dated August 25th, 2021 of the Ministry of Construction guiding some articles and measures for implementing Decree No. 06/2021/NĐ-CP dated January 26th, 2021, and Decree No. 44/2016/NĐ-CP dated May 15th, 2016 by the Government.

In addition, the People’s Committee of Thanh Xuân District requires land users, residential property owners, and property attached to the land at the above address to hire construction units with sufficient capacity and conditions to organize repair and reinforcement of the construction according to regulations, ensuring safe use; when carrying out repairs and reinforcement of the construction, measures must be taken to ensure the safety of residents and the construction.

After the repair and reinforcement, it must be approved by the inspection units and relevant agencies to ensure safety before the construction can be put into use. The People’s Committee of the district has also assigned the People’s Committee of Hạ Đình Ward to monitor the implementation.

According to feedback from some residents, since the 30th day of the Lunar New Year, residents living in the building have discovered cracks in the columns on the ground floor.

Specifically, the two columns in the parking lot have cracks running vertically from the column base to the ceiling, causing residents living here to be concerned about safety in case an incident occurs.

This “mini apartment” building has eight floors, about 60 apartments, and was put into use in 2017. By now, some items of the building have deteriorated, especially the load-bearing part on the ground floor.

Currently, functional forces have reinforced the scaffolding system with iron supports around the base of the deteriorated columns.

Residents living in the building hope that the incident will be promptly resolved so that they can return, ensuring their work and daily life. /.
